Research On Self-governance Process Of Community Self-organization

As a professional force and synergy,social work plays a unique role in promoting community governance innovation,and takes the cultivation of community self-organization as an important task and goal.At the same time,community self-organization has gradually become an important carrier for social work to play a professional role in community governance.In view of this,the research on the successful practical experience of local community self-organization has important significance for social work.Based on the self-organizing process theory and self-organizing governance theory,this paper uses qualitative research methods to deeply analyze how did the Mutual Aid Association come into being and how to self-govern,and extracts the operational methods and skills of community work from the process of self-organization,in order to promote the development of local community work.The research found that: Firstly,the emergence and growth of the Mutual Aid Association conform to the theory of self-organizing process,with the solution of community parking as the main line,while the promotion of community public issues,the active participation of community talents,the continuous improvement of organizational autonomy mechanism and the support of local government departments are the key factors to promote its growth.Secondly,in the process of self-governance,the Mutual Aid Association actively participates in community public affairs,and follow the self-organizing governance principles summarized by Eleanor Ostrom,including clearly defining boundaries,collective choice arrangements,establishing sound supervision mechanisms,maintaining independent organization,maintaining community leadership by capable people and cumulative social capital.Thirdly,based on the enlightenment of the self-governing process of the Mutual Aid Association to the two main bodies of social work service institutions and social workers,this study summarizes specific and practical skills of community work,including maintaining good interaction with neighborhood committees,grasping urgent community public issues,tapping community talents,building community deliberation platform,forming community self-organization,establishing multi-party linkage mechanism.Considering the characteristics of high-end community with abundant social capital,this paper argues that when socialworkers intervene in high-end community,they should focus on the establishment of mutual-aid and service-oriented community self-organization,and solve the actual problems of community by integrating community resources and concentrating residents' strength.
