Researches On Social Work Institutions' Participation In Urban Community Governance Of Quan Zhou

With the increasing maturity of civil society and the deepening of administrative system reform,the main body of community governance has begun to develop in the direction of pluralism,and non-governmental organizations have gradually become an important force in community governance.The 19 th National Congress reported that we should build a pattern of social governance based on common governance and shared benefits.which also clarifies the important role of social organizations in community governance.Among them,the rise of social work institutions satisfies the needs of community service diversification,promotes the harmonious development of society,and becomes an important force in the new type of community governance.Based on the theory of community governance,this paper chooses typical cases such as Jinjiang 4 o'clock school,Fengze Shaolin community multi-construction community social worker service station pilot,Fengze District summer park and so on,and presents the model of Quanzhou social worker organizations participating in community governance,which are government entrustment model and active participation model.Through the analysis of the specific operation mode of these two modes,the paper summarizes the results and analyses the difficulties faced by these two modes,such as the inadequate capacity of social work organizations themselves,the unclear definition of social work organizations and community responsibilities,the conflict of values and interests between social work organizations and communities,and the insufficient continuity of participation.Then it analyses the reasons from the four angles of politics,economy,culture and society.At the same time,it draws on the advanced experience of the United States,Singapore,Shenzhen and Shanghai,and puts forward some optimization countermeasures and suggestions,such as fostering and supporting the development of social work institutions,optimizing the urban community governance system,promoting the concept of urban community governance,and guiding the multi-subject community to participate together.
