| With the continuous progress of urbanization in China,a large number of agriculturall and has been occupied,with which a new group of farmers-landless farmers emerged.The development of urbanization has brought great changes to the lives of this part of the peasant groups.Whether the welfare level of the landless peasants has been improved before and after their resettlement has also attracted the attention of all sectors of society.The relocation and resettlement of landless peasants involves not only the dominant form of residence,production and life style,but also the organization and management of village communities,land replacement,social security system and many other aspects.It is a huge social system engineering.These aspects have a significant impact on the welfare changes of landless peasants,and are related to the vital interests of the peasants.Therefore,in order to speed up the process of urbanization,promote the overall development of urban and rural areas,and improve the quality of life and welfare level of farmers,it is necessary to scientifically assess the welfare status of landless peasants who have been relocated and resettled so as to effectively protect the legitimate rights and interests of the peasants.In order to scientifically evaluate the welfare level of landless peasants before and after resettlement,this paper investigates the welfare changes of landless peasants before and after resettlement,taking GX and XH communities in Huangdao District of Qingdao as the research objects.According to Sen’s theory of feasible ability,the survey covers five aspects: the family economic situation,housing conditions and housing environment,social security,development space and opportunities,and political participation of landless peasants.Through on-the-spot investigation and case analysis,this paper makes a thorough and objective analysis of the problems and causes of the welfare of landless peasants,and finds that the problems mainly concentrate on the land system.Employment and social security system,community management system,financial supervision system and so on.On this basis,the countermeasures and suggestions to improve the welfare level of landless peasants in resettlement areas are put forward: respecting the wishes of peasants,implementing resettlement according to local conditions;further improving the relevant legal system to protect the legitimate rights and interests of peasants;strengthening the supervision of resettlement areas to ensure the quality of resettlement buildings;taking multiple measures to promote rural economic development and increase the income of landless peasants,with a view to improving the quality of resettlement Local governments carry out relocation and resettlement to provide useful reference for protecting farmers’ welfare. |
