Research On The Pilot Practice Of Long-Term Care Insurance From The Perspective Of Welfare Pluralism

Since the beginning of the 21 st century,China has entered an aging society,and with the passage of time,the aging has become an increasingly important issue,the number of disabled elderly people is rising,the problem of long-term care for the disabled elderly is becoming increasingly serious,and the need for care is becoming increasingly strong.To meet their needs,the Chinese government introduced a long-term care insurance policy in 2016 and launched a policy pilot in 49 cities nationwide.The long-term care insurance system can provide better quality,convenient and affordable services for people with long-term care needs,such as the elderly,people with disabilities and people with chronic diseases,while reducing the burden on families and society.However,the long-term care insurance policy pilot also faces several influencing factors,such as financial sustainability,quality and efficiency of long-term care services,and other issues.Therefore,how to improve the policy in the later stage of the long-term care insurance policy pilot has become a focus of academic circles.County P is one of the pilot sites for this policy,also needs to be studied in depth.This study is based on a pilot long-term care insurance policy in County P,conducts field research in the pilot county P County,and adopts the literature method,questionnaire survey method and interview method to explore the current situation,problems,and solutions of long-term care insurance in the pilot practice.The study found that there is a preference for the type of care services for the disabled elderly,the assessment of the disabled elderly is not perfect in the specific operation,and the funding model of long-term care insurance is relatively single.The reasons for this are the lack of supervision of long-term care institutions,the shortage of professional nursing personnel in long-term care institutions,the low content of actual care,the single long-term care service system,and the lack of participation of non-governmental organizations such as communities,families,and social organizations.In response to the problems in the pilot practice of long-term care insurance in P County,the following aspects mainly need to be done.First,improve the assessment mechanism for the disabled elderly,that is,standardize the assessment standards,improve the professional level of assessors,and increase the transparency of assessment and fairness.Secondly,establishing multiple funding channels,that is,raising premiums through various channels and attracting social capital to enter the long-term care insurance market.Third,upgrade the specialization of long-term care services,train more nursing staff specializing in psychological counselling and social work,and improve the training system for nursing staff.Fourth,enriching the content of long-term care services,that is,providing personalized care services and improving the quality of services in areas such as social activities,psychological support and diet and health.Fifth,improve the long-term care insurance service system,that is,make full use of the power of the community and the power of social groups and non-governmental organizations such as social organizations to jointly build a long-term care system with diversified participants.Sixth,improve the monitoring system of long-term care,that is,set up a special organization to evaluate and monitor the content and quality of the relevant services,through community,family,social organizations,and other supervision to ensure that the information is open and transparent.
