The civil servants are the exact executor of the government's function. They play a very important role in planning, organizing, coordinating and controlling in the national administrative management. The training of civil servants is not only an important approach to strengthen the construction of their abilities, but a key factor in the enhancement of their competitiveness as well as in the construction of a mighty government. However, being the last step of training, effectiveness evaluation whose theory and practice are seriously lacked is always a feeble one. How to evaluate the training results systematically and objectively is aproblem pondered by every government.Based on Kirkpatrick's Four-Level Model of Training Evaluation and Kaufman's Five-Level Model of Training Evaluation and Phillips' Five-Level ROI (Return of Investment) Model of Training Evaluation, with the methods of quality-quantity analysis, this paper makes a deep analysis of China's civil servant training evaluation current situation, and then comes up with some advice about evaluation system establishment. Firstly, this paper introduces the concepts of the training of public servants and its evaluation, and also points out that the training evaluation in the paper is the evaluation of training result, which occupies an important stage during the training course. Secondly, the analysis of present evaluation theory and model and its case study in foreign countries provides the theoretical base for research and practice of evaluation in this paper. Thirdly, by means of practical and on-line questionnaire investigation, this paper finds out some problems in China's civil servant training effectiveness evaluation from three aspects of concept and system and detail. At last, it provides some positive suggestions on the development of the civil servants' training evaluation based on the above questions, and puts forwards a few thoughts of building up the system. This paper is expected to cause the attention with more governments to the effectiveness of training evaluation, at the same time for offering some theory and practice to guide the government with training evaluation problem.
