Research On Government Responsibility In Rural Community’s Developing

All the rural communities are the key areas where national preferential policy support,reforms and development are heavily poured into.As a big agricultural country in the world,China has carried out a series of reform measures in rural construction like agricultural tax exemption,farmland subsidy,new rural construction and implementation of pilot program for new rural communities,which shows that the government attaches great importance to rural areas.If the national preferential policy support can be well carried out so as to the farmers can actually enjoys the benefits of national economically reform and opening.Thus how to construct a sound rural community is an important project.Rural issues have always been the focus of many scholars at home or abroad.Considering the government should take part into the new rural community construction,this paper focuses to the governmental responsibilities to rural community construction through case analysis,by taking exploring the government responsibilities to the rural community construction in C Village in Yiyang,Hunan Province.Finally,it summarizes strong points and shortcomings of the government in the rural community construction and analyses the reasons for its shortcomings and learns from them so that this paper can give some advice to the local government and provide some experience to other rural communities in other parts in China.This paper takes the government responsibilities for rural community construction into consideration based on empirical investigation and theoretical research and the author hopes this research can provide some help and suggestions on the public service system construction in rural communities construction,clearing governmentalresponsibilities in rural community construction and how to inspire farmers to orderly participate into rural community construction as so to promote the transformation of rural governments and to realize co-governance between local governments and villagers’ autonomy.If rural community governance can be standardized and rural community governance system can be operated effectively and smoothly,all urban and rural villagers can share the achievements of reform and opening.
