Governance Problems And Countermeasures Of Chengde City Ethnic Community (P Community)

In the new era of socialism with Chinese characteristics,at the perspective of national and ethnic problems has been changed,exchanges and communication among various ethnic groups has become the main melody of China's ethnic relations.Community,as a basic social unit,also develops and grows,the foundation and focus of ethnic work are increasingly extending to the grass-roots level,and the status and role of ethnic community governance are increasingly prominent.The new era means new demands,and we need to constantly innovate our governance capabilities.This paper takes the P community of Chengde city as the main research object,based on the community governance theory and collaborative governance theory,and uses the methods of questionnaire survey and interview to explore the governance problems existing in the ethnic community under the background that is neither in the ethnic autonomous region nor in its own ethnic cultural atmosphere.The structure of the paper is as follows: The first part,Introduction,points out the background and significance of the topic,and literature review on related issues at inland and abroad;The second part studies the current situation of P community through investigation.The third part,summarizes the existing problems and analyzes the causes of the problems;The fourth part summarizes the experience suitable for P community to learn from the work of Y community.Finally,the fifth part combined with relevant theoretical knowledge to put forward countermeasures and suggestions.Through investigation and study,it is found that P community,as a national community,has problems such as weak leading role of the Party organization and fuzzy functions of the governance subjects.In the content of governance,the public infrastructure needs to be improved and the construction of national culture is weak.In view of the above problems to enhance the centripetal ability of Party organizations;Clarifying the functional positioning of each department;To establish a mechanism of "three co-operatives";Guiding citizens' participation and utilize the role of informal organizations to promote ethnic participation in community governance.The research in this paper is not only conducive to improving the quality of life and happiness of residents,but also can promote the modernization of the national governance system and governance capacity with a small scope of community governance model.
