A Study On The Equalization Path Of Public Services To Realize Shared Development

The 19 th National Congress of the Communist Party of China proposed,as socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has evolved.What we now facing is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.In recent decades,Chinese development has achieved remarkable achievements.The economy has grown rapidly,the problem of food and clothing has been solved,and the social potential has been continuously released.However,some problems,such as social unfairness,uncoordinated development,and inequitable distribution,have seriously dampened people's enthusiasm to Participate in social construction,and reduce the sense of well-being.The people's yearning for "a better life" is no longer limited to the satisfaction of basic survival needs such as eating,clothing,house,and living.It also includes spiritual needs such as equality,fairness,the rule of law,harmony,security,ecology,and civilization.The concept of shared development,proposed during the decisive stage in building a moderately prosperous society in all respects,is a realistic response to the masses' demands for fair,the appeals of good life,and balanced development.Adhering to the concept of shared development to guide the sustainable and healthy development of the society requires analyzing the core elements of shared development.Only by finding the key elements of shared development,specific problems be specifically analyzed,the problems be solved,and the ultimate goal of shared development will be achieved.The main points of this paper are the equalization of public services as the key to the realization of shared development.Through the equalization mechanism of public services,the specific path for the realization of shared development will be explored.The purpose of this paper is to answer two questions: Why can the equalization of public services promote the realization of shared development? How can equalization of public services promote the realization of shared development? The first problem was automatically ignored by many scholars.Many scholars acknowledged the role of equalization of public services in promoting the realization of shared development,but seldom systematically demonstrated the logical connections and conclusions.How does the equalization of public services achieve the goal of shared development ? The lack of an intermediate argumentation process for the conclusion,“equalization of public services?shared development”,has brought a lot of imperfections for theoretical research and empirical research on shared development.In this paper,the logical argument between shared development and equalization of public services is described as the main content,trying to clarify how to be connected the ties of shared development and equalization of public services.The second chapter of this article elaborates that there is a high degreeof conformity between the equalization of public services and shared development.And the equalization of public services can release three major sharing effects of feasible capacity sharing,development opportunity sharing,and public resource sharing,attempting to build the logical framework for public service equalization and shared development.This part is intended to introduce the conclusion that equalization of public services is not only an important part of shared development,but also a key mechanism for achieving shared development.The answer of the second question is based on the conclusion of the first question to find the corresponding strategy.Combining the key elements of achieving shared development(the content of chapter 2,the key to achieving shared development lies in the sharing of capabilities,sharing of opportunities,and sharing of resources),and the practical difficulties(the content of chapter 3 is about the unequalization of public services),we can find concrete suggestions(The contents of chapter 4)for the realization of equalization of public services,and ultimately promote the realization of shared development.
