The Basic Public Service Equalization Of Inclusive Development Perspective

In recent years, various kinds of social contradictions and problems have becomeincreasingly prominent. The Equalization of Basic Public Services has become thefocus of all sectors of the community. At the same time, in order to comply with theobjective demands of times, Comrade Hu Jintao comes up with the Concept ofInclusive Development, emphasizing that it can solve all kinds of social problemseffectively during the process of economic development. As a kind of newdevelopment concept, Inclusive Development is the inheritance and sublimation ofboth Harmonious Society Concept and Scientific Development Concept. It is ourcountry’s main aim during this new phase to realize Inclusive Development. SinceInclusive Development and the Equalization of Basic Public Services are set in aroughly same background and have the same value concept, they are complementaryto each other. Inclusive Development Concept plays a guidance meaning to theEqualization of Basic Public Services. Conversely, the Equalization of Basic PublicServices is an important way to realize Inclusive Development.Due to imbanlanceeconomy of districts and between the urban and rural, laging of governmenttransformation in current China, our basic public services provided still exist hugeimbalances among ditricts, city and countryside and different herds. Therefore, basedon fundamental realities of the country, directed by concept of inclusive developmentand absorbed the developed countries’ fundamental public services equalization suchas America,Germany,Japan,Australia and so on,it is urgent to put forward seriesmethods of fundamenta public services equalization with Chinesecharacteristics.Specific methods include: firstly, construct the favorableserviceoriented government; sencondly,improve the public financial system;thirdly,set up government leading,multi-participation and fundamental pulic servicessupplying mechanism;fourthly,establish laws and regulations system of publicservices equalization;fifthly,found public services system of integration between townand country;finally,build the monitoring mechanism of fundamental public servicesequalization.
