The Senior Community Service Employment Program(SCSEP)is the only employment program at the federal level dedicated to providing social services to low-income seniors.It originated from the pilot program for the elderly under the Operation Mainstream of the mid-1960 s.By providing certain jobs and community services for the elderly,it can help the elderly to alleviate poverty while ensuring the basic needs of the elderly.In 1973,SCSEP was officially born.SCSEP integrates pilot services that were originally provided for older people and forms a national program that provides employment services for low-income seniors.Since the 1970 s and 1980 s,the SCSEP has been continuously adjusted and developed under the authorization of the Older Americans Act and the Comprehensive Older Americans Act.It has placed more emphasis on the attention of low-income groups and adjusted the authorization bill of the plan to add it to the Title V of Older Americans Act.At the same time,according to the socio-economic situation and the problems in the operation of the plan itself,the objectives of the plan operation were adjusted,the management of the plan was strengthened,the services provided to the elderly were further enriched,and the plan was operated more harmoniously and efficiently.The birth and adjustment of SCSEP reflects the federal government's concern for the poor old-age economy and employment status,reflects the changes in the U.S.social welfare policy,and plays an important role in the old-age social welfare policy.This paper,by using a large number of government documents,think-tank report with the experts and scholars of the research literature,SCSEP in the 1960 s to the1980 s,the origin of the adjustment,the background,content and development of the plan form change is analyzed,and the development of social welfare policy during this period and characteristics were discussed,at the federal provided for the elderly social welfare policy brought what are the effects of the age.In addition to the introduction and conclusion,the main body of this paper consists of four parts:The first part mainly analyzes the reasons why the United States paid attention to the employment of the elderly in the 1960 s,and discussed the social and economic situation at that time,the employment and economic difficulties faced by the elderly,as well as the concern about the problems of the elderly from all walks of life.The second part mainly introduces the initial stage of the generation and operation of the SCSEP from 1965 to 1975,summarizes the early prototype of the SCSEP and the formal birth of the plan,and introduces the initial operation situation after the birth of the plan.The third part mainly discusses the adjustment and development of the SCSEP by Older American Act and Comprehensive Older Americans Act Amendments from1975 to 1989.In the 70 s,under the authorization of the both laws,SCSEP to further expand the scale,more emphasis on the attention to low-income groups,so more of the elderly to participate the poor economic conditions,according to the service object and feature of the plan at the same time,to specify the authorization bill,add it to Title V of the Older American Act.In the 80 s,in view of the emergence of new social economic situation and the problems,plans to run itself more itself has adjusted to the plan,adjust the plan focused on focus on the goal,to strengthen the management of project funds,and pay more attention to provide services for ethnic minorities,these adjustments make the operation of the SCSEP gradually mature.The fourth part mainly evaluates the generation and adjustment of SCSEP since1965 to 1989,analyzes the development trend and characteristics of social welfare policies in the 1960 s to 1980 s from the origin and adjustment of the plan,and also discusses the social impact of the program on the elderly in the United States..
