The Science and technology constitutes the primary productive.Science brings the rapid development to human.The improvement of scientific and technological level mainly depends on human.In the final analysis,the competition between enterprises and institutions is all about human.Who can cultivate and attract more excellent talents,who can occupy the advantage in the competition.With the deepening of China's reform and opening up and the rapid development of economic globalization and marketization,military scientific research institutions have been deeply branded by the state-owned planned economy due to historical limitations.Problems such as rigid internal management mechanism,imperfect salary system,unreasonable training mechanism,unscientific performance mechanism,slow technological progress and low operating efficiency are common.More and more technical personnel choose to leave military institutions and turn to foreign-funded enterprises,joint ventures or private enterprises.However,as the cradle of China's military scientific research and technical personnel training military scientific research institutions,in China's basic scientific research and national science and technology innovation system has an irreplaceable position.To solve the problem of brain drain in military scientific research institutions and maintain the stability of technical personnel in military research institutions is related to the core competitiveness of military science and technology in China,the construction of national scientific research and innovation system,and the national military strategy.This paper selects the brain drain problem of military scientific research institutions as the research difficulty,with a view to taking reasonable measures to effectively alleviate the problem and strive to solve it.Under the theoretical framework of the extended Mobley model on the problem of enterprise turnover,this paper adopts the method of case study,collects and sorts out the first-hand information from the case enterprise through questionnaire technology and statistical description technology.Through in-depth analysis and research on these data,the main reasons for the serious staff loss of the case enterprise were found,and corresponding countermeasures were proposed from four aspects including organization,individual,environment and external factors of the unit.Put forward solutions to stabilize the talent team of such units and ensure the sustainable and healthy development of domestic military research system,national defense construction and scientific and technological innovation.It can also provide certain reference for the smooth implementation of China's military scientific research institution reform.
