Study On Tourism Precise Poverty Alleviation And Its Rule Of Law

In the report of the 19 th CPC national congress,general secretary Xi Jinping proposed to mobilize the whole party,the whole country and the whole society to adhere to the targeted poverty alleviation and precise poverty alleviation,so as to ensure that by 2020 all the poverty-stricken people in rural areas will be lifted out of poverty under the current standards of China,and all the poverty-stricken counties will be removed from the poverty line,and the overall regional poverty will be solved so as to get rid of the real poverty.In order to ensure the goal of building a well-off society in an all-round way as scheduled,China's poverty alleviation and poverty reduction work opened a new chapter in 2013.General Secretary Xi Jinping made the first "seeking truth from facts,adjusting measures to local conditions,classifying guidance,and precision poverty alleviation" during the inspection in Hunan Xiangxi.So far,China's poverty alleviation work has entered the stage of targeted poverty alleviation.In recent years,in order to meet the people's growing demand for a better life,China's tourism industry has risen rapidly,and tourism has gradually shown its advantages in stimulating economic growth,stimulating consumption,and increasing employment.At the same time,the pattern of tourism industry has been further optimized and upgraded,and the service quality has been significantly improved.Tourism has become a strategic pillar industry of the national economy.On January 2,2018,the "Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Rural Revitalization Strategy" was officially released.The document proposed that "the implementation of leisure agriculture and rural tourism projects should be carried out.In March of the same year,the General Office of the State Council issued the "Promotion of the Promotion of Global Tourism".The Guiding Opinions have made important instructions for the development of tourism throughout the country.In recent years,tourism has gradually become a new force for targeted poverty alleviation.The combination of tourism and targeted poverty alleviation has achieved obvious poverty reduction effects,with outstanding results in promoting farmers to increase their income and get rich,adjusting the agricultural industrial structure and building beautiful villages.But it has gradually exposed some problems,the current legal regulations have lower levels;policy documents are more than legal provisions;and poverty alleviation procedures lack uniformity;The implementation of supervision is weak;the failure to accurately recognize the rights and obligations between the subjects of legal relations in precision poverty alleviation deviates from the goal of precision poverty alleviation.Therefore,promoting the rule of law in the field of tourism precision poverty alleviation is not only in line with the requirements of ruling the country according to law,but also ensures the accurate realization of the goal of precise poverty alleviation.In addition to the introduction and conclusion,the paper consists of three parts:The main part of the thesis consists of three parts: The first part mainly introduces tourism poverty alleviation and its precision.Firstly,we will analyze the related theoretical concepts such as tourism poverty alleviation,tourism precision poverty alleviation,Pro-poor tourism(PPT)and Sustainable Tourism and Eliminating Poverty(ST-EP).Secondly,we will elaborate on the identification,assistance and management of tourism precision poverty alleviation;analyze the advantages of tourism precision and poverty alleviation,and expound the advantages of tourism precision poverty alleviation from the aspects of economy,culture,ecology and social benefits.Finally,the theoretical basis of targeted poverty alleviation in tourism is analyzed,including coordinated development and green development in the five development concepts,the theory of the right to development and the construction of service-oriented government.The second part is an analysis of the implementation of tourism poverty alleviation mainly in Zhangjiakou City.Firstly,it summarizes the historical evolution of tourism poverty alleviation since the reform and opening up of Zhangjiakou City.Then it analyzes the current tourism precision poverty alleviation in Zhangjiakou City from the achievements and the shortcomings of the current stage.Secondly,it points out that Zhangjiakou City is in the practice of tourism precision poverty alleviation.The existing practical problems mainly include the strong administrative color of tourism poverty alleviation,the lack of standardization of poverty alleviation procedures,the low participation of rights subjects,and the imperfect supervision mechanism of poverty alleviation.The third part discusses the rule of law and its path exploration of tourism precision poverty alleviation.First of all,it is necessary to solve the problem of legalization of targeted poverty alleviation through tourism.It analyzes the need of service-oriented government construction,practical exploration of targeted poverty alleviation through tourism in zhangjiakou and successful experience of overseas poverty alleviation and development;secondly,from improving poverty alleviation and development legislation,strengthening the construction of a service-oriented government and giving full play to the role of the judiciary in the field of tourism precision poverty alleviation.
