With the increasing attention paid by the governments to veterans,as the majority of veterans,retired soldiers have the characteristics of huge numbers and uneven quality.How to ensure their work and life after returning to society has become a potential social problem.Regardless of the way that retired soldiers are reemployed,the level of information literacy plays a decisive role in their career and personal improvement.The improvement of their information literacy can fundamentally solve the bottleneck of its development caused by its lack of quality and enhance their personal ability to better adapt to society and cope with tasks.At the same time,it has a profound and positive significance in the overall quality of the country and the construction of Reserve National Defense forces.This study combs the existing literature and understands the research on the group of retired soldiers and information literacy.It is found that there is almost no research on Information Literacy of retired soldiers.And retired soldiers as a group have different information literacy status compared with other groups.In order to explore the status quo of information literacy of retired soldiers and find out the existing problems,the theoretical basis of the study and the theoretical framework of interview analysis are constructed,by sorting out the existing literature and research results and drawing lessons from the "process-goal structure theory".Information literacy is divided into four dimensions: information awareness,information knowledge,information skills and information ethics.Participatory observation method and semi-structured interview are used to conduct in-depth research.Initially,we get the general characteristics of retired soldiers through participatory observation.According to the results of participatory observation,we conduct further interviews.Through in-depth interviews with 20 respondents,we enrich the results of participatory observation,and summarize the problems of information literacy of retired soldiers.The main problems include: firstly,the sensitivity of information awareness to information is not high enough;secondly,the cognitive understanding of information knowledge is not comprehensive and unified;the knowledge of computer,network and other information-related disciplines is insufficient;the development process and trend of information is not thoroughly grasped;thirdly,the information sources of information skills are single and lack of pertinence and enlightenment.The ability of one against three is poor;the operation ability of daily software is insufficient;fourth,the lack of information security protection skills in information ethics.Based on the above problems and the related concepts of information foraging theory,the corresponding solutions and promotion strategies are put forward.The department of veterans Affairs build and improve a navigation websites and establish an online consulting platform according to industry division,to provide retired soldiers with a good information patch,to ensure the quality and quantity of information patches.Improve the current placement training content,teach information retrieval courses,improve the information awareness of retired soldiers,improve their information menu selection and combination strategy,and accumulate their own information clue experience.To personal extent,they should continue to practice and summarize,to improve their information patches,improve the ability to control information clues.
