Research On The Construction Of Volunteer System For Community Aged Care Service In China

In recent years,the number of elderly people in China has accelerated to rise.Facing the increasing pressure of old-age care,there has been a situation in which the supply of aged care workers is in short supply.How to solve the problem of lack of resources for the elderly in China's old-age services has become a necessity in our country.With the continuous development of the economy,the model of community service for the aged has gradually emerged in the old-age service.However,there are problems such as shortage of old-age staff and large mobility of service staff in the service for the aged of the community.And the involvement of the community's volunteers for aged happens to improve the shortage of old-age service personnel and the single content of services.Therefore,we need to accelerate the construction of a comprehensive system of community volunteer for elderly: a stable long-term system of volunteer service for aged,a scientific support mechanism for volunteers for aged,and sound policies and regulations to create an ideal environment for the elderly in the community.Thereby promoting the development of community-supporting services.This paper systematically expounds the related concepts and basic theories involved in community care services and community elderly volunteers.Through the analysis of the various roles played by volunteers to help services in community,this paper deeply analyzes the construction of system of the volunteers for community the aged service.This paper introduces the current policy of supporting for the volunteer service in China,and then comprehensively analyzes the current situation of China in the construction of the elderly service volunteer system.Through the problems of the volunteers encountered in the elderly service of the community participation,and then deeply analyze China's The various obstacles encountered in the process of building a community elderly service volunteer system,they are mainly from the aspects :volunteer organization management,volunteer service quality,volunteer incentives,laws and regulations,etc.The reason for the existence lays a solid foundation for the construction of a scientific community elderly service volunteer system that conforms to China's national conditions.This paper mainly choose Japan,Britain and Hong Kong and other regions.It has already had the experience of building a mature community pension volunteer system.It provides the prerequisites for China to better build a system of the volunteers for the aged in the community.In order to construct a volunteer system suitable for the community care service in our country,the following five aspects are proposed: First,at the policy part,we must improve the policies and regulations on volunteer rights and volunteer services;Second,at the management level,institutionalize management of voluntary organizations,and increase volunteer training and incentive management;Third,at the establishment level,establish a benign propaganda and competition mechanism,establish a community volunteer information management center,and achieve the full coverage and integration of community volunteer service resources.Fourth,at the operational level,various forms of mutual assistance and cooperation are used to achieve diversification of volunteer talents;Fifth,at the fundraising level,innovative financing models.
