Study On The Effective Application Of New Media By Government In Public Safety Management

At present,with the rapid development of economy and society,China has entered a period of violent social transformation.Social elements,such as politics,economy,culture,science and technology,and the ecological environment,are undergoing unprecedented profound changes.The contradiction of nature and human society is gradually intensifying,so that public safety is facing more and more threats and shocks.In recent years,all kinds of public safety incidents,such as natural disasters,public health incidents,production accidents,and social security cases,have emerged in an endless stream.Through the new media,they are spreading in fission.It not only leads to the loss of people's personal and property safety,but also the value system of society,destroying the stable development of the economy and society.On the other hand,the new media is rapidly integrating into the government's management activities with significant communication advantages,especially playing a more and more important role in the field of public safety.In recent years,the government departments at all levels in China have been trying to use the new media to participate in the handling of public safety incidents,but obviously it still can't make full use of the new media to improve the effectiveness of public safety management.It not only can't meet the requirements of the newmedia era,but more importantly,the poor disposal effect causing the damage to the rights and interests of citizens,and the loss of government's own credibility.Taking "6·20 Nanjing serious traffic accident" as an example,local government departments used improper application of new media during the accident handling process,which led to the evolution of the accident into a vicious public sentiment event.The main problems are that the application of new media is too rigid,public opinion monitoring and feedback is missing,information release is not accurate and comprehensive,communication and cooperation with external new media is missing,and false reports are not dealt with promptly and correctly.To a certain extent,these problems are universal.Using the theories of public management and communication,we find that the government has many predicaments in using new media: not only the inherent factors such as the lack of scientific cognition of new media and information management mechanism for public safety,the lag of thinking in the use,the lack of credibility and the unsound legal system,but also the external factors such as the lack of self-discipline in the new media industry,the coexistence of the awakening consciousness of rights and the weak concept of legal system.The use of new media is beset with troubles internally and externally.By studying the status quo of the three countries in the US,Japan and Singapore,we can find that their government agencies have a high degree of application of new media in public administration,and attach importance to the guidance of public opinion.In the field of new media regulation,they focus on improving the legal system and encouraging the self-discipline of the new media industry.In addition,the United States and Japan also enhance management through technical means and strengthen civic education.Singapore,on the other hand,is more focused on the reality of the country and strictly regulates the new media according to law.The advanced experience of foreign countries provides a good reference for the government of our country.In order to enhance the ability and effect of new media application,the government should set up scientific new media awareness and thinking in the future public safety management,build the foundation of organization and talents,andpromote the deep participation of new media in management activities.At the same time,the government should also actively improve the industry ecology of the new media,strengthen the management of the industry according to law and promote the self-discipline of the industry.The most fundamental thing is that the government should strengthen its own construction,reform the performance evaluation mechanism,carry out accountability,and carry out citizen's education of law——build a responsible and service-oriented government.
