Retired military cadres have made important contributions to the Party and the people,and are the precious wealth of the whole society.It is incumbent upon the government to let them spend their old age in peace of mind and body when they take off their military uniforms and leave the barracks.With the advancement of political and economic reform and the development of social economy,great changes have taken place in the reception,resettlement and service management.The individualized and diversified needs of retired military cadres have gradually increased.The original service management methods are increasingly incompatible with the reality.In order to meet the requirements of the development of socialist market economy and the socialization of military logistic support,the state proposes that the service management of retired cadres should gradually combine state support with socialized service.In the process of promoting the socialization of service management,there are many forms of socialization,and some achievements have been made,but there are also problems and shortcomings.The reason is that the process of socialization is not only confronted with multiple obstacles in ideology,system and mechanism,but also with unfavorable factors in retired cadres,competent departments and service management organizations.In order to realize high-quality and high-level socialization,it is necessary to introduce "third-party" organizations mainly by means of government purchases,change the way in which military retirement organizations provide services directly to military retired cadres,mobilize the favorable conditions of social organizations,make full use of the achievements of reform and opening up,and provide more professional,comprehensive and personalized retired cadres.Services,thereby improving the level of service management.In order to ensure the smooth progress of socialization,we should overcome the unfavorable factors in ideology,reform the system and mechanism,and change the working environment.Establish a flexible and efficient work system that meets the requirements of socialization,set up a dynamic workforce,improve the working mechanism with the government purchasing services as the main means,innovate service management methods,adapt to local conditions,and push the socialization into depth.
