Research On Public Value Management Theory And Its Application

The theory of public value management began with the rise of the new public management movement and governance theory.The representative is American scholar Mark H.Moore.The concept of public value,on the one hand,is the result of the development of governance theory itself,on the other hand,is the reflection and innovation of traditional management methods in the process of social change.As a requirement in the post-new period of public management,the theory of public value management effectively solves the contradiction between fairness and efficiency,and truly realizes the integration of instrumental rationality and value rationality.Theoretical research on public value management theory is helpful to clarify the differences between several major theories in the post-new public management period,promote the localization of public value management theory,and guide practice with theory is helpful to improve government management performance and ultimately achieve good governance.After years of efforts,the research of public value management theory in China has achieved certain results in the field of practice.The theory of public value management has great influence in urban governance and government performance management.The application of public value management theory is not only conducive to the perfection of its theory,but also conducive to the emergence of public value in practice.This article mainly uses the literature research method,the case analysis method as well as the comparative research method,carries on the research to the public value management theory and the application.This article takes the public value management theory as the main line,first of all,elaborates the public value management theory,and reflects on the shortcomings of the new public management theory;secondly,introduces the main theory of the post-new public management period,combs out the characteristics of the public value management theory which is different from other theories,and puts forward the public value management theory.Thirdly,it introduces the application of public value management theory from both domestic and foreign perspectives,and expands the practical scope of public value management theory with empirical research and quantitative research thinking.Finally,it aims at the dilemma in the application of public value management theory.This paper tries to provide a feasible improvement scheme for the innovation of public value management theory and its application in the context of Chinese discourse,and points out the future development of public value management theory.
