The Influence Of The Science And Technology Policy In Guiyang On The Construction To Become An Innovative City

China proposes to strive to become an innovative country in 2020,and Guiyang,as one of the pilot cities in the construction of innovative cities in our country,will help to promote our country to become an innovative country by studying the problems related to the construction of innovative cities in Guiyang.Therefore,from the perspective of whether the scientific and technological policy of Guiyang city promotes the construction of an innovative city,the author puts forward the research theme.After reading and studying a large number of relevant domestic and foreign literature,the author summarizes the relevant theories and concepts of the scientific and technological policy and the innovative city.Through the use of public policy evaluation theory,innovation theory and triple helix theory,combined with qualitative analysis and quantitative analysis of the application of research methods,this paper focuses on the analysis of the impact of Guiyang science and technology policy on innovative cities.First of all,by finding the relationship between science and technology policy and building innovative city,this paper uses qualitative analysis to summarize the main contents of Guiyangundefineds science and technology policy from the content of policy text and find the defects.Then through the empirical analysis of Guiyang science and technology policy performance and the existing problems,and then combined with the survey method to sum up the scientific and technological workers speaking situation at the forum to find out the existing problems in the content of science and technology policy.This paper summarizes the problems existing in Guiyangundefineds science and technology policy and suggestions for improvement.Through research and analysis,it is concluded that Guiyangundefineds science and technology policy provides positive influence in the process of Guiyang becoming an innovative city,but it still has defects and can be perfected,and the problems are mainly focused on the policy structure of science and technology policy.In terms of policy requirements and attention to innovation subjects,finally,based on the problems found,some suggestions are put forward to update and perfect the scientific and technological policies of Guiyang City in the future.
