The Research On Problems About Liuchen Reservoir Resettlement(1959?1965)

The article takes the immigration of Liuchen Reservoir on as the object of the research.The construction of Liuchen Reservoir was an important project in the construction of water conservancy works in the early days of new China.Therefore,the immigration issue has become an important perspective for considering the new Chinese grassroots government and ruling ability.The resettlement of reservoir resettlers is the key to maintaining stability of local society.Therefore,the article is based on the discussion of the immigration process of Liuchen Reservoir and the in-depth and systematic analysis of the social problems arising in this process,aiming to study the characteristics of grassroots society in the context of immigration from the perspective of state-society.From the perspective of social history,the game process of interest groups in grassroots areas during the early days of the founding of the People's Republic of China was deeply analyzed.This paper tries to analyze the contradictions and causes of Liuchen reservoir resettlement from the historical dimension,to provide theoretical methods and paths for the current social structure and social and cultural governance around Liuchen reservoir,and also to provide historical experience and reference for the resettlement of reservoir immigrants.The resettlement work of Liuchen Reservoir was led by the government.In order to promote the resettlement work smoothly,the government set up a reservoir resettlement agency,and sent staff to the reservoir area to actively carry out the mobilization of the immigrants,also made corresponding resettlement plans for the reservoir immigrants.It will enable reservoir immigrants to better achieve resettlement.However,after the relocation of reservoir immigrants,Itchanged in all aspects of the environment.The socio-economico conditions of immigrants and the possession of living and production materials have produced a huge gap,which has caused a series of problems in the resettlement work of the reservoir.The reasons for the resettlement problem of Liuchen Reservoir involve three stakeholders: the government,the immigration team and the receiving team.First of all,due to the lack of government policies,there is no sufficient legal basis for resettlement;secondly,due to the coordination imbalance of interests between the government and immigrants,the rights and interests of immigrants are not well protected;And also due to the arrival of immigrants,they are permanently occupied part of the production data of the receiving team.It caused conflicts between the immigration team and the receiving team;finally,the concept of resettlement of the immigrants had some obstacles to the resettlement work,and due to the different immigration identity which caused the immigration thoughts conflicts.It is true that there are some problems in the resettlement work of Liuchen Reservoir,but with the joint efforts of all parties,the resettlement work has made some progress.Under the strong protection of the state power,the people's livelihood will be actively carried out at the resettlement sites to promote the development of the immigration economy.Immigrants also communicate with the social teams around the settlement through the public space built by wells,Niu Ge stage,temple and so on,which produces emotional resonance and promotes the cultural integration of immigrants.Through the discussion on the resettlement of Liuchen Reservoir from 1959 to 1965,it can be concluded that,first of all,the impact of the state on reservoir resettlement is self-evident,which makes the rural social structure involved in the resettlement process to a certain extent.Changes,the daily life of the residents of the resettlement site has beenaffected to some extent.Secondly,in the process of reservoir resettlement,the state provides strong support to immigrants in all aspects is an important reason for the stable social order of immigrants.Finally,through the experience and lessons of the resettlement of Liuchen Reservoir,this paper provides some enlightenment on how to resettle reservoir immigrants more efficiently.
