Secrecy Management Integrated Information System Design And Implementation

After entering into the new era,with the rapid growth of social economy,great attention has been paid to information security.In some national secrecy administrative units,the information security,often involving the security of national secret information,is of vital concernment.Once the national secret information is leaked,there will be great damage to national security and interests.Some of these secrecy units,such as the state’s public security department,propaganda department,and financial department,are responsible for significant national management functions related to people’s livelihood,stability,and economy;while some,as the military-related department,shoulder the sacred duty of defending national security and interests;and some,as military units,undertake the R&D and manufacture of the pillars of the country.This thesis first takes military units as an example to illustrate the importance of secrecy work.Together with their high development,military units are challenged by domestic and foreign hostile forces concerning information security and secrecy.Therefore,a good secrecy management and obtaining secrecy qualification are the basis for their survival and development.Second,the thesis analyses the management requirements on secret-related personnel,carriers,and computers that the military units should be satisfied.To obtain the secrecy qualification,military units must meet the related secrecy requirements of national laws and regulations.In 2002,National Administration of State Secrets Protection issued a secrecy standard,requiring that the military units must make protection in the aspect of secret-related personnel management,computers and information systems,as well as secret-related carriers as per requirements.In 2010,the Law of the People’s Republic of China on Guarding State Secrets issued by the country has been implemented,while in 2014,The Regulation on the Implementation of Law of the People’s Republic of China on Guarding State Secrets has been implemented.These laws and regulations make clear requirements on the management of personnel,devices and carriers of military secrecy units.By taking secrecy management of military units as a background,the current management situations are fully analyzed on the basis of mastering management requirements.That is,the number of secret-related personnel is large,the turnover is frequent,and therequirements on worklogs as secrecy education are strict.Besides,the number of secret-related carriers and computers are large,and the records of registration,handover and borrowing are manual,which affects efficiency.These problems are urgently needed to be solved through information technology.The system studied and designed in this thesis,which takes military unit as a background,is based on the requirements of relevant secrecy standards,as well as relevant laws and regulations.By analyzing the management requirements of functional departments as human resources,information management and secrecy management in detail,various data models,data structures and management flows are established under the guidance of software engineering view,so as to explore a convenient and fast management method for the effective implementation of the country’s secrecy requirements in military units.The design of the system takes the relevant laws and regulations of the country as a reference and explores the establishment of a standardized data management model.Thus,its design part focuses on the management module,data entry module and statistical module.The functional and performance test cases are illustrated in the system test of this thesis,and the stability of the system has been tested by adopting the current mainstream hardware configuration.
