Countermeasure Study On Corporate Governace Structure Of Ya'an City Public Institution

As an integral part of public organization system in China,public institution provides main public services for society,good operational condition of it is of great significance.With the development of economy and society,problems such as non-separation of public service and politics,low operation efficiency,low quality of public service in public institution appeared.Therefore the operational mode of public institution should be readjusted as soon as possible.Corporate governance mode of public institution is an important vector.Currently,China has been carrying out corporate governance in public institution in some pilot areas,and introduces it to the nation step by step based on the experience and lessons learned.In this paper,Corporate Governace Structure of Ya'an City public institution is treated as the research object,by categorizing and analyzing relevant papers about governance of public welfare institution corporate at home and abroad.The author investigates the implementation progress of corporategovernance of public institution in the pilot areas of Ya'an City.The units of Ya'an municipaland Shimian County,Hanyuan County,Yingjing County under its jurisdiction are selected as representative samples to carry out investigation on Corporate Governace Structure of public institution through questionnaires;and the progress of the implementation is grasped by visiting relevant experts,participants and service objects.On the basis of above results,problems and causes to the implementation of corporategovernance of Ya'an City public institution are analyzed and countermeasures and advice are given on them.This paper is divided into 6 sections: the first section is introduction,where the research background,significance and research status at home and abroad are described;the second section is the concept definition and theoretical basis,covering the relevant concept of governance structure of public institution corporate and its theory;the third section is the implementation status of governance corporatestructure of Ya'an City public institution,including overall status and effect,data comparison before and after the reform;and questionnaires toCorporate Governace Structure construction of Ya'an City public institution are prepared and implemented with the survey data being analyzed;in the fourth section,the problems in the corporategovernance of Ya'an City public institution are analyzed,such as the property rights and sponsor are not definedclearly,the council system is not well-developed,lack of the follow-up of relevant supporting reform,unsound legal basis on Corporate Governace Structure of public institution,leading functionof the Party not fully played,conflict with public institution culture;the fifth section is countermeasures and suggestions on the problems in the progress of implementation,including clarification of property rights,optimizing the function orientation of the council,improving the human resources system in the public institution,separation of government and institutional unit and ascertaining the autonomous right of public institution corporate,enhancing the supervision on public institution corporate,relaxing regulation rules and encouraging moderate competition between public institutions,improving relevant laws and regulations;the sixth part is the development direction in the future is proposed.
