| The 19 th National Congress of the Communist Party of China first put forward the strategy of rural vitalization,and then the CPC Central Committee and the State Council issued two documents which the opinions on the implementation of the rural vitalization strategy and the Strategic Plan for rural vitalization(2018-2022).Through these documents,we know that the strategy of rural revitalization is a huge strategic plan which includes industrial prosperity,ecological liveability,rural civilization,effective governance and rich life,and the strategy of rural governance is one of them.The document also makes it clear that a new rural governance system is to be established to ensure the effectiveness of rural governance.But after combing through the existing village revitalization documents,it was found that most of the discussion of rural governance strategy is macroscopic policy expression,the internal logic and concrete content of rural governance is not clear enough,which is not conducive to the understanding and implementation of rural governance strategy,therefore,it is necessary to carry on the systematic combing and the explanation to the rural governance strategy in the rural revitalization strategy.On the basis of drawing lessons from domestic and foreign governance theories,this paper constructs a new governance analysis framework including purpose and task,organization and system,process and result,and evaluation and improvement of four pairs of categories and uses this new framework to explain the strategy of rural governance in rural revitalization strategies.Through the combing and interpretation of the document,we can see a relatively clear and complete logical clue of rural governance.In other words,rural governance is to achieve the happiness of farmers and carry out activities,so it is necessary to build a rural party organization led by the majority of farmers to participate in the rural governance system,to complete the promotion of public welfare,the elimination and prevention of pollution and to uphold the justice of the task of governance.In this process,the party organization is responsible for guiding farmers to raise a wide range of public issues,make decisions,and by social organizations to assist the Government to implement these decisions,and finally set up a control coordination mechanism with the participation of farmers to ensure the normal operation of the system.The results of rural governance and its assessment will be used to reflect on and review the capacity and effectiveness of the rural governance system,thereby promoting the further improvement of the rural governance system and enhancing its governance capacity in order to better fulfil the task of rural governance and achieve the goal of rural governance.If the reinterpretation and combing of the rural governance strategy to be applied to practice,it will not only benefit the learning and understanding of documentsas well as the dissemination and implementation of policies,but also help the implementers to understand the rural governance strategy in the rural revitalization strategies and to promote the smooth development of rural governance. |
