From the early 21 st century,China's stage of economic development and population migration flows of external conditions,China's population and labor force is in the stage of agglomeration to the specific region,especially with the transformation of the social principal contradiction,regional,urban development imbalance between fully accelerated migration flows between the population in the city.Finally,it leads to the polarization tendency that the scale of large cities with rich resources and good economic development and cities with high administrative levels expand rapidly,while small and medium-sized cities and cities with low administrative levels shrink relatively,which affects the coordinated development of the city itself and the region as a whole.In order to solve this problem,we need to grasp the dynamic mechanism of population agglomeration.The Chinese government on a city's "preference" made in China city administrative hierarchy,and the administrative hierarchy contains rights over the use of resource configuration and priority arrangement,the city can get more advantage level of government and market resources,improve its own development,to attract more people to the gathering.Therefore,an in-depth understanding of the city's administrative level,it is possible to grasp the understanding of urban agglomeration "cow nose".Therefore,this paper discusses the internal mechanism affecting urban population agglomeration from the perspective of urban administrative hierarchy,which is of great significance for the Chinese government to scientifically guide population agglomeration,rationally optimize urban scale and promote healthy and coordinated urban development.Firstly,this paper defines the related core concepts such as population agglomeration,and divides the population agglomeration into three levels: the first level is the static population agglomeration level;the second level is the important component of population agglomeration-population migration;The third level is another important component of population agglomeration-population mobility.Then,this paper sorts out the relevant literatures and finds that there is a lack of research on the government's “preference”,that is,the relationship between urban administrative level and urban population agglomeration.Therefore,this paper will discuss urban administration from the static level and composition of population agglomeration.The relationship between rank and population concentration.In the aspect of development status analysis,this paper makes a descriptive analysis of urban administrative level and urban population agglomeration,and uses the data of 285 cities from 2006 to 2016 to correlate urban administrative level with population agglomeration,population migration and population mobility.Analysis shows that cities with higher administrative levels have higher population agglomeration,population migration and population mobility.Then,from the theoretical level,this paper deeply analyzes the mechanism of urban administrative level on population agglomeration and makes relevant assumptions.Then,based on the correlation and theoretical analysis,this paper constructs a dynamic panel data model of the impact of urban administrative level on population agglomeration,using data from 285 cities in 2006-2016 from the level of population agglomeration,population migration,and population mobility.The empirical analysis of the impact of urban administrative level,the empirical results verify that the city administrative level can promote urban population agglomeration,and the population agglomeration advantages of municipalities and sub-provincial cities are significant.At the same time,according to the geographical location,285 cities are divided into eastern,central and western regions,and the impact of urban administrative level on population agglomeration in different regions is analyzed.The empirical results show that there are regional differences in the impact of urban administrative level on population agglomeration.Cities with higher administrative levels in the eastern and central regions are more attractive to the floating population and have greater population agglomeration advantages,while cities with higher administrative levels in the west are more Conducive to population migration.In addition,the population agglomeration advantages of the three regional municipalities and sub-provincial cities are significant.Finally,the conclusions of this paper are summarized,and based on the above research,the corresponding policy recommendations are proposed to guide the reasonable population agglomeration and promote the rational distribution of the regional population,including the policy of changing the government participation mode and implementing differentiated policies according to local conditions.Establish a population early warning mechanism and adjust policies in a timely manner,etc,to reasonably guide the migration and migration of the population and promote fair competition and coordinated development of the city.
