Hangzhou Future SCI-TECH City is not only a national high-tech park,but also the key development area of provincial government of Zhejiang Province,and it plays an important role in scientific and technological innovation,industrial agglomeration,economic transformation and upgrading.The Future SCI-TECH City as the innovation core of Hangzhou,attracts a large number of high-end elements,and its population agglomeration effect is quite obvious.Since the establishment of Hangzhou Future SCI-TECH City in 2011,the total population of the region has increased significantly,among which the labor force occupies a high proportion,and there is an obvious phenomenon of population upside down.However,the population of Hangzhou Future SCI-TECH City and the allocation of public resources are showing a state of mismatch,some of the public resources supply is lagging behind the population growth.Simultaneously,Hangzhou Future SCI-TECH City as a high-tech park,the region's high-quality talent occupies a considerable proportion of high-end,and people on the high-end,high-quality,fashion,leisure of public social resources have a high demand preference.Therefore,it is great practical significance to scientifically and rationally optimize the allocation of public resources in Hangzhou Future SCI-TECH City,which can promote the integration of the industry,city,population and civilization.This paper aims to discuss the matching situation of population pool and public resource allocation in Hangzhou Future SCI-TECH City,and put forward feasible policy suggestions for the particularity of public resources allocation in Hangzhou Future SCI-TECH City,so as to optimize the public resource allocation for other high-tech parks in China to provide the universal experience.This paper explores the situation of the population and allocation of public resources of Hangzhou Future SCI-TECH City,by the combination methods of theoretical analysis and empirical analysis,qualitative analysis and quantitative research,case analysis and comparative study.In the theoretical way,this paper is based on the classical theoretical framework of economics and demography,and attempts to introduce the relevant theories of welfare economics,such as welfare pluralism.In addition,this paper creatively uses the method of AHP and fuzzy comprehensive evaluation to comprehensively measure the matching degree between the two,and then on the basis of judging the short board and bottleneck of public resources of Future SCI-TECH City,so as to propose effective suggestions for optimizing the allocation of public resources of high-tech park.Through the study,it is found that the matching degree index of the six dimensions is 0.726,0.632,0.4810.093,0.092and0.38,respectively,and the corresponding matching level is medium-to-high,medium-to-high,low,low,medium-low,respectively.At the same time,the comprehensive evaluation result shows that the matching degree index of Hangzhou Future SCI-TECH City is 0.515,and the matching degree is medium.Thus,we can see that the allocation of public resources of education and scientific research,health care and pension service in Hangzhou Future SCI-TECH City is relatively balanced.However,there is a large short board in the supply of culture and sports,business and leisure,public transportation of Hangzhou Future SCI-TECH City,and the supply of these public transportation resources lags behind population concentration obviously.Overall,the matching of the population concentration and public resources allocation in Hangzhou Future SCI-TECH City is moderate level,and the public resources allocation based on population concentration still has some room for improvement.Based on the above analysis,this paper argues that to further optimize the status of public resources allocation in Hangzhou's future science and technology city,we should focus on five aspects:First,increase the effective supply of public resources,and strengthen the construction of public service facilities;Second,multi-channel introduction of social funds,and actively expand the financial resources;Third,take multiple measures to supplement short board,and promote overall balanced and coordinated development;Forth,promote the diversification of supply subject,and improve the efficiency of public resource allocation;Fifth,speed up the construction of science and technology sharing platform,and expand the supply of science and technology intermediary services.Of course,due to the limitations of research time and data obtained,the empirical analysis and some conclusions of this paper may need to be further strengthened.I will follow up the study of the above issues to track the study.if this paper has some deficiencies,I urge the academic community and experts to criticize the correction.
