Research On The Influencing Factors Of Different Types Of Cooperative Members' Participation In Village Committee Election Behaviors

The central link of village self-government is democratic elections,which is the most direct manifestation of farmers' exercise of democratic rights and expression of their own interests.In the election of village committees,more and more voters can participate in the elections actively,and the electoral behavior of voters has become more rational gradually,and they dare to strive for and safeguard their democratic rights in the election actively.With the promulgation and implementation of the Farmers' Professional Cooperatives Act of 2006,the total number of cooperatives has increased dramatically,and the number of farmers covered by cooperatives has increased.As of 2016,the number of farmers' professional cooperatives in China has reached 1.93 million,and the number of farmers has exceeded 100 million.The degree of organization and the ability of farmers to resist risks have been greatly improved under the influence of cooperatives.Especially in the current environment of rapid changes in rural social structure,rapid development of agricultural modernization,and fierce competition in agricultural products markets,the positive role of farmers' professional cooperatives as emerging rural organizations is highlighted.The political will of cooperatives to participate in rural governance has also emerged,and has gradually become an emerging subject of rural governance,which has had a tremendous impact on the rural political structure.On the one hand,the farmer cooperatives can bring tangible economic income to the members,and on the other hand,they can provide different kinds of social services for the members.Therefore,the cooperative members as "organized voters" will be more "individualized voters" in the village committee elections.The performance is more motivated.However,the current political culture of the villagers is diversified.Therefore,the development of village elections and village self-government needs further study.However,in the context of the state's substantial subsidies to cooperatives,there are a large number of alienation phenomena in the development of cooperatives in reality.The regulations of some cooperatives are false,they have not been implemented and implemented in actual operations,and cooperatives are ineffective;some cooperatives not only have no Organizing farmers for effective production has even evolved into a profit-oriented company;and some cooperatives have innovated organizational forms,which are collectively referred to as “alienated” cooperatives.This paper divides and summarizes the research results of cooperatives,village committee elections,cooperatives and village governance,and based on the current status of agricultural cooperative development,and divides the “alienated” cooperatives on the basis of combing the literature and field research.Three categories: loose joint cooperatives,corporate cooperatives and empty-shell cooperatives.Since the shell-type cooperatives do not have any actual agricultural production and management,they have no substantive role in participating in village governance and village committee elections.Therefore,this paper mainly studies the two most typical types of cooperatives as the carrier,and what factors affect the election behavior of the members in the election of the village committee,and discusses the relationship between the farmers' professional cooperatives and the relationship between them.How the continued implementation of cooperatives should be promoted and how they will change in the future.This paper selects two typical cooperatives,Wuwanghong Vegetable Planting Farmers Professional Cooperative in Dongying City,Shandong Province and Tongfu Fishery Farmers Professional Cooperatives,to conduct case studies and use text analysis methods to conduct on-the-spot investigations and in-depth interviews with the two cooperatives,using QSR Nvivo11.The software carries out layer-by-layer coding and extraction of the collected interview data and original data.Based on the theory of organizational behavior and stakeholder theory,the core category of loose joint cooperatives is “interpersonal relationship”;the company-type cooperatives The core category is “interest relationship”,which summarizes the three influencing factors,motivations and realistic basis of the election behaviors affecting different types of cooperatives,and provides different perspectives for scientifically presenting village committee election research.The study found that in order to participate in the election of village committees with cooperatives as the carrier,it is necessary to jointly negotiate relevant policy recommendations from the government,village-level organizations,agricultural professional cooperatives,etc.,and promote the development of farmers' cooperatives in the future.In the above,it is more meaningful to participate in the village committee election with the cooperative as the carrier.
