The talented people is the primal resource,Talents selected by the state through examinations and competitions to manage public resources are defined as civil servants.Because the economic development level of coastal areas and inland mountainous areas in Fujian Province is quite different,the number of civil servants in coastal areas is more than that in mountainous areas.On the premise of the above phenomena,this paper in terms of the examination recruitment and retention of civil servants,taking Sanming City as an example,from the perspective of civil servant recruitment and retention,defines the concept category of grass-roots civil servant recruitment and retention,combs the development context of civil servant recruitment and retention,and apply Human Resource Management Theory in Public Sector,Maslow's hierarchy of needs and Two-factor theory,Through field visits and surveys,this paper combines theory with practice to study the recruitment and retention of civil servants in the underdeveloped inland grassroots mountainous areas of Sanming City.By means of observation,questionnaire survey,experience summary and comparative analysis,the combination of qualitative analysis and quantitative calculation is realized,and the combination of normative analysis and empirical analysis is realized.In view of the present situation and existing problems of grass-roots civil service "difficult recruitment and difficult retention",According to this,the causes of the problems are deeply analyzed,and then the optimization suggestions are put forward.
