Research On Public Crisis Financial Investment Of Local Governments In Ethnic Areas

Due to its special geographical location,different religious beliefs and diverse ethnic cultures,the public crisis events in ethnic areas are extremely complicated and special in both causes and consequences.The frequent public crisis events in ethnic areas not only have the general influence of public crisis events,but also pose a serious threat to national unity and national security.Therefore,it is particularly important to continuously enhance the cohesion and centripetal force of the nation and to improve the crisis response ability of local governments in ethnic regions.For the local governments in ethnic minority areas with weak economic foundation and insufficient financial resources,financial guarantee becomes the key to the construction of emergency management capacity.It is of great practical significance to study the changes in the quantity and structure of public crisis financial investment in ethnic minority areas for strengthening and improving the crisis capacity building of ethnic minority local governments.The main financial guarantee for public crisis response is government finance.This paper,through sorting out the specific data of the public crisis financial input of the local governments in ethnic minority areas before,during and after the public crisis and studying the existing financial policies,finds out the main problems existing in the public crisis financial input of the local governments in ethnic minority areas in our country: first,insufficient investment in public crisis early warning management.Second,the structure of public crisis financial input is unreasonable,with more emergency spending and less prevention spending.Third,the central government and the local government are not clearly divided in terms of crisis input.Fourth,the reserve fund is not fully invested and the flow rather than stock management is implemented.Fifth,the public crisis fund guarantee is single and lacks a crisis fund guarantee system.Sixth,the lack of public crisis funds to invest in post supervision and performance evaluation system.At the same time,through the research and comparison of public crisis financial input and public crisis financial policies in developed countries and emerging regions,the advanced experience is summarized to serve as a reference for our country to deal with public crisis in ethnic minority regions,enrich the financial input system of crisis early warning,crisis handling and financial management system of post-event work of local governments in ethnic minority regions,and improve the emergency response capability of local governments in ethnic minority regions.First,change the concept of public crisis management.First of all,we should change the traditional public crisis management concept of local governments in ethnic minority areas in our country,enhance the awareness of social responsibility for crises,attach importance to pre-crisis prevention investment,enhance scientific research investment and information public release mechanism investment for crises in ethnic minority areas,integrate various emergency resources,and improve crisis management efficiency.Second,set up a special organization to coordinate the management of public crisis funds,coordinate various departments,and improve the efficiency of emergency funds.Third,improve the public crisis fund guarantee system.Our country's public crisis emergency funds are mainly financial funds.We should continuously improve our country's emergency insurance system and realize a multi-channel emergency fund guarantee system such as the state and society.Fourth,improve the reserve fund management system of local governments in ethnic minority areas.To realize reserve fund management,reasonable budget evaluation and reserve fund management.Fifth,build a financial performance evaluation,supervision and evaluation system for public crises of local governments in ethnic minority areas,strengthen comprehensive evaluation and supervision of financial input before,during and after public crises,and make rational and efficient use of emergency funds.
