Study On The Influence Of "Comprehensive Two-child" Policy On Manner Of Aged-care At Home

In 1980,China promulgated and implemented a family planning policy,aiming at controlling the rapid increase in population.The mandatory and far-reaching policy implementation determines that the family planning policy has effectively reduced the number of new population in China each year.However,with the declining birthrate and aging,it is a problem of weakening the family pension function and the burden of social pension.In order to cope with these problems,China decided to officially implement the policy of fully liberalizing the two-child policy in 2016.By increasing the number of the bottom population,we will reduce the future old-age dependency ratio and ease the pressure on old-age care.As an essential guarantee in China's social security system,the old-age security system is related to the quality of life of the elderly and the rights of the elderly.The main position of the home-based pension system in China's pension system still needs to be maintained for a long time.This paper takes the new period of birth policy issued in order to alleviate the problem of family pension function weakening as the research background,and takes the influence of population structure on home pension as the entry point,analyzes and demonstrates the influence of “comprehensive two-child” policy on home-based pension,and thus strengthens China.It plays a reference role in the function of home care and the protection of the rights and interests of the elderly.At the same time,the“Comprehensive Two-Child” policy has also played a reference role in the in-depth study of future scholars in terms of data projections for China's total population,sex ratio,and population age structure.This paper uses statistical analysis methods and secondary analysis methods to obtain the original data needed for population prediction by consulting official statistics,that is,the gender,age-specific population,total population,and sex ratio of the population to predict 2016-2046.Data on the total population,sex ratio of the population and the age structure of the population in China.At the same time,through the original data of others,compile the Matlab program code for prediction and generate a predicted discount map.Through research,it is found that the “Comprehensive Two-Child” policy can delay the aging process in the short term and win the opportunity for the improvement of the old-age care system in China;it can increase the number of children in the family and strengthen the family pension function;at the same time,promote the development of other old-age care methods..However,it has also increased the burden of the current labor forceand increased the burden of the country's pension;in addition,the effectiveness of the“two-child” policy has continued to be short,and it is not able to stimulate people's willingness to give birth for a long time.Once the fertility will return to rationality,moderate The liberalization of the birth policy will not increase the total population and optimize the demographic structure.Based on this,the study proposes that the old-age security system should be linked to the birth policy and promote each other;establish a system of sharing responsibility for old-age pensions,coordinate the construction of urban and rural old-age care methods;adopt incentive and encouragement policies for women with multiple births;vigorously develop the old-age service industry;and change the concept of personal care for the elderly.
