Community governance is an important foundation for advancing the modernization of national governance system and governance capacity.It is also the key to protect the vital interests of residents and ensure the harmony and stability of the grassroots.In order to stimulate community vitality and encourage multiple parties to participate in community governance,the state has issued a number of guiding opinions.However,in the process of practice,community governance still faces the dilemmas such as community fragmentation,the involution of community autonomy reform,and the oligarchy of community governance,and so on.These dilemmas lead to difficulties in the integration of community resources and in coordinating the interests of the multiple parties,and insufficient participation of residents and social organizations,which seriously affected the effect of community governance.Through literature review,it is found that there are many factors affecting the effect of community governance,among which,social capital is one of the most studied factors.However,social trust,as a key factor of social capital,is rarely discussed separately.Moreover,Institutional capacity is a new concept in the field of community governance.Therefore,this study takes social trust and institutional capacity as independent variables,and the effect of community governance as a dependent variable to comprehensively explore the impact of the two on community governance.On the basis of the existing research,the research hypothesis and research model are proposed.Taking Chengdu as an example,the required data are collected through questionnaires,and use statistical analysis to verify the research hypotheses.The conclusion shows that generalized social trust,particular social trust,internal organization mobilization ability and external resource acquisition ability all have a positive impact on the effect of community governance.Compared with social trust,institutional capacity has a greater impact on the effect of community governance,especially the external resource acquisition ability.Therefore,according to the above conclusions,some suggestions are made in this study:firstly,in order to enhance the external resource acquisition ability of community committee,it is possible to strengthen ties with the grassroots government,actively communicate with other communities,and establish a security mechanism to ensure social organizations participate in community governance.Secondly,in order to promote the internal organization mobilization ability of community committee,it can identify activists in the community,and play the secondary mobilization role of activists.Thirdly,in order to foster particular social trust among residents,it can increase the familiarity among residents,establish credibility files,and build a long-term reward and punishment mechanism and supervision mechanism on social trust.
