Study On The Current Situation Of Community Home-based Old-age Service Facilities In Xi'an City

From the existing research results,China's population aging situation is more severe than previously expected,and the task is more urgent.According to the forecast,the elderly population in China will rise to 483 million in 2050,52 million more than previously predicted by the national population development strategy.That is to say,the degree of China's aging will rise to 34.1%,4 percentage points higher than the forecast.Since 2009,in order to actively respond to the aging problem,China has put forward relevant policies on many occasions,clarified the basic principles of the construction of the old-age service system,provided support policies for home-based old-age service,encouraged the combination of health care and maintenance,and advocated the establishment of a health care combined institution by social forces.The promulgation of comprehensive and special important policies is to strengthen the construction of grass-roots pension services,support the projects and institutions of grass-roots pension services,explore the construction of home-based pension service system in community units,encourage the exploration of innovative mode of combining medical care with nursing care,improve the well-being of the elderly,promote service activities for the elderly and build a livable living environment for the elderly based on the spiritual needs of the elderly,etc.For the purpose,we should actively deal with the social problems of aging.This paper combs the related research status and construction practice at home and abroad as the theoretical basis,and takes community home-based pension service facilities as the object of study.Firstly,it defines the characteristics of the old-age service system,home-based pension and community-based pension service facilities.Secondly,through research,11 communities are selected in Beilin District and Yanta District of Xi'an City,and their current situation of community home-based pension service facilities construction is analyzed.Including the content of allocation,layout,spatial environment,different age groups in the community,different physical conditions of the elderly on the use of community home care facilities and demand for in-depth research and analysis,analysis of the common problems and differences between different communities;and then on the basis of research and analysis,combined with the research and practice of community pension facilities in China'sfirst-mover areas.To construct the optimization strategy of community home-based pension service facilities from the whole community level.Through this study,the purpose of this paper is to explore the optimization strategy of community home-based pension service facilities,and to provide reference for Xi'an and other cities to cope with the "active aging".
