Research On E-government Service Evaluation Of Construction Administration Of Chongqing

China is in a critical period of building a service-oriented government,and the Optimization Reform of administrative examination and approval matters is constantly advancing in depth.E-government in construction industry,as an important component of informatization of Construction Industry,has not been given much attention as enterprise's informatization.Informatization of Construction Industry has extended gradually in engineering project and enterprise' department in more than ten years,and the tide of "Internet Plus Government Services Initiative" has entered a new stage.E-government in Construction Industry meets the needs of service-oriented government construction,deepens the links and trust between industry and management departments,and benefits to information integration in the construction industry.Therefore,this paper chooses the E-government in Construction Industry as the object of evaluation.On the basis of reading a lot of documents and the existing e-government index evaluation system,combining with the status quo of E-government in Construction Industry and the functional characteristics of construction management department,this paper constructs the evaluation index system of e-government service construction and management under the guidance of New Public Service.The system includes six first-level indicators,16 second-level indicators and 60 third-level indicators,including "General Information Disclosure","Website Environment","Function Promotion","E-participation","Industry Information Publication" and "Online Government affairs".The improved analytic hierarchy process(AHP)combined with clustering analysis is applied to overcome the difficulty of data collection in the AHP survey.It accurately reflects the opinions of e-government stakeholders on the weight of indicators,and thus obtains the weight of the three-level indicator system.This paper evaluates the construction and management e-government application index system of Chongqing and the other four provinces,obtains their respective scores,and carries on the analysis.The results show that there is a huge space for the development of E-government in Chongqing.In “General Information” and “Website Environment”,the performance is good,but “E-participation” and “Function Promotion” should do better.It is urgent to achieve breakthroughs.In terms of “Industry Information Release” and “online Government affairs",Chongqing's performance is not very different from that of other provinces and municipalities,and it is in the stage of need to strengthen construction as a whole.Finally,the author puts forward some preliminary suggestions on the existing problems in Chongqing.From the evaluation results,the evaluation index system proposed in this paper is more reasonable and can reflect the current situation of the government platform on the construction and management network.
