The Research On Social Security Of Landless Peasants In Jiu Cun Village Gejiu City

Since the 1980 s,with the acceleration of urbanization and industrialization in China,the limited urban geographic space can not fully accommodate the needs of industrial development.The urban construction with the increasing demand for land has increasingly focused on the vast agricultural land in rural areas.In this process,a large number of agricultural land was converted into construction land,and a large number of landless farmers emerged.Landless peasants are a special group resulting from the rapid urbanization and the continuous expansion of urban space to the suburbs,resulting in the expropriation of agricultural land in large quantities.It is difficult to maintain the sustainable livelihood of landless peasants only by relying on limited one-off compensation for land expropriation.It is particularly important to establish and improve a long-term social security system for landless peasants.In this paper,landless peasants from Jiu Cun Village of Datun Committee of Gejiu City,Yunnan Province,are selected as the research objects,and the formation and status quo of landless peasants are studied through the combination of qualitative and quantitative methods.The social security of landless peasants is divided into three categories: minimum living security,basic medical security and basic old-age security.In each category of Land-lost peasants' social security projects,the social security situation of land-lost peasants in Jiu Cun Village is elaborated comprehensively from four aspects: current situation,operation process,social functions and existing problems.The investigation found that the social security system of landless peasants in Jiu Cun Village did play an important role in supporting the survival and development of landless peasants,guaranteeing the minimum living standard of land-lost peasants,improving medical health status of them,and enhancing the capability to resist the individual endowment risk from the elderly of them.However,in the process of operation,there are also some highlighting problems,such as the poor re-employment security system,the need to improve the fairness of form and substantive,and the less closely interdepartmental coordination.In view of the existing main problems in the operation of the social security system for landless peasants in Jiu Cun Village,this paper proposes that we should adhere to the government-led,strengthen the foundation of people's livelihood,promote the coordination between departments and embedding social work into system to build a social security system for landless peasants that with the government-led,perfect employment security,closely cooperation between departments and social work embedded.In practical work,we should focus on strengthening the support for the re-employment of landless peasants,jointly building and sharing the information platform of social security for landless peasants,and introducing professional social workers into the management process for verification and evaluation.The social security of landless peasants should give full play to the functions of the bottom line security network and the ladder of development and promotion,and effectively guarantee the rights to subsistence and development of landless peasants.
