| In order to promote the transformation of the government into a service-oriented government,the government work efficiency is more convenient and efficient,we need to speed up the completion of various government system construction,to promote the construction of the government system.Second,the state council,the party central committee of the implementation of the work of the policy,in a timely manner to track and improve the implementation mechanism.Third,clear responsibility,strict performance management and administrative accountability,strengthen the daily work assessment,establish and improve the system of reward for good and punishment for bad.Tax system as a government department should make full use of performance management to grasp the leading group,through "grasp the leading group" to promote "grasp the leading group",let the leading group grasp the leading group,let the higher group grasp the lower group,let the leading group grasp the members,drive the majority of tax cadres to start their own business,the pursuit of excellence.On the basis of careful study and understanding of domestic and foreign personal performance appraisal experience and research results,this paper analyzes the current performance appraisal scheme of zalute banner taxation bureau,and finds out some problems in the performance appraisal scheme of zalute banner taxation bureau:One is there exist deviations in understanding the performance,the other is not enough flexibility in terms of system design,three is the most grass-roots tax assessment relies on the superior evaluation,four is the inspection system does not reflect the individual performance appraisal results,five is the application of incentive measures,puts forward possible solutions for the problems and countermeasures,Suggestions to improve individual performance appraisal for the tax system,makes the individual performance appraisal result fully and organizational performance,more scientific evaluation of individual performance results.The innovation of this article was due to the research and development of the tax system of performance of the system and digital personnel system,promoting the performance as a government department,select the personal performance evaluation as the main body of grass-roots bureau jarud revenue,relying on modern management system,through draw lessons from the advanced experience of other government performance appraisal,constantly optimize performance appraisal way,method,makes the individual performance appraisal coverage more widely,and indicators to set up a more scientific,the results using more diversification,strengthen the performance feedback,communication and counterclaim mechanism,to further improve the impartiality of the assessment results.However,the study of personal performance management system in zalute banner needs long-term observation and analysis to make the existing problems appear.This paper is not deep enough to build a reasonable and applicable personal performance assessment system,which is the limitation and deficiency of this paper.In the future,under the guidance of relevant public management theories,I will continuously track and investigate the problems in the assessment,and optimize and improve the deficiencies. |
