Research On The Problems Of Villager Autonomy In L Village,Q Town,Wujin District,Changzhou City

The proposal of the 19th National Rural Revitalization Strategy has given an new era significance to the research and analysis of villager autonomy.As a basic political system of our country,villager autonomy plays an important role in promoting rural social governance.Strengthening the construction of villagers’ self-government system and promoting the innovation and development of villagers’ autonomy is an important requirement for the modernization of the national governance system and governance capacity.It is also the core requirement of the road of good governance in rural areas that combines "autonomy,rule of law,and rule of virtue".An important guarantee for the revitalization of the countryside and the well-off goals of the whole society.In the new era,village self-government presents many different development trends and directions.In order to better study the new situation of villager autonomy,the article read and browsed a lot of relevant literature and materials,and selected the familiar Q village of Q Town,Wujin District,Changzhou to conduct case studies,adopt villager questionnaires,and village and village cadres and villagers.Exchange and review relevant literature and other methods to explore the problems and causes that affect the villagers’ self-government in the area.When discovering the villager autonomy policy in L village,the main problems is the villagers’ autonomy is lacking,the democratic decision-making process is superficial,the weak awareness of democratic supervision,and weakening of democratic management.The stone of other mountains can be used to attack jade.The article draws on the advanced experience and good practices of villagers’ autonomy in other parts of the country,and comprehensively applies the theoretical basis of multi-centre governance theory,public governance theory and deliberative democracy theory to find out the effective realization of villagers’ self-government in L village.Countermeasures and recommendations.On this basis,the article puts forward the following countermeasures and suggestions:First,when implementing the villager autonomy policy,we must vigorously develop the economy and lay the foundation for economic implementation.Second,we must strengthen the construction of the talents of the village cadres,select the leaders of the villages and village committees,and give full play to the effective role of the township and the village.Third we must fully coordinate the relationship between the town government and the village committees,build a stable relationship between the two village committees,and encourage the development of various types of villagers’ self-governing social organizations.Fourth,we must expand the channels for democratic participation and diversify the channels of participation.We must improve the villager’s deliberation system,normalize it,strengthen the decision-making function of the villager’s representative meeting,clearly define the functions of the villager’s representative meeting,and reasonably limit this article.Improve the mechanism of villager autonomy,guarantee the rights of villagers to participate in politics,and innovate the mode of democratic management.Design a practical supervision and feedback system for village management affairs,enrich the content of democratic supervision,broaden its channels,and clarify and limit this article and responsibility of the supervision organization.Fifth,we must strengthen the cultural construction of the countryside,cultivate the civilized rural style and the simple folk customs,and vigorously inherit and innovate the public order and good customs.Sixth,we must improve the governance system of"three-in-one integration" of autonomy,the rule of law,and the rule of virtue,and build a"one-three-three-three" style of good governance in village regulations,people’s parliament,law school,and moral lecture hall.At the same time,in line with the Internet era,strengthen the construction of "online villages" and guide villagers to participate in village self-government on the mobile phone side.Therefore,the this article believes that the innovation of this paper is to focus on the big picture,start small,combined with the background of the rural rejuvenation era,and carry out a series of studies with a village in the developed areas of the Yangtze River Delta as a case.Compared with previous studies by a scholar,the research object is more focused,and then it can find out the problems existing in the current village self-government,and learn from the stones of other mountains,so as to better find countermeasures and suggestions to help villager’s autonomy.
