People's Trust And Confidence In Police Of The Risk Communication

After experiencing agricultural society and industrial society,with the development of science,technology and economy,human society has entered a risk society.In modern risk society,human communication is changing from acquaintance social communication to stranger social communication.This kind of communication relies on the media as the carrier of risk communication,resulting in the evolution of trust relationship between the main bodies,which makes the current society face a serious crisis of trust.After China entered the transition period,various contradictions emerged in endlessly.In recent years,the level of government trust in China has been declining.As a kind of trust relationship between the public and the government,police-civilian trust relationship also shows similar characteristics.In the context of risk communication,risk information is magnified in risk communication.Because of the difference of risk perception ability between the public and the public security organs,the two sides can not reach consensus.The communication between the police and the people fails,the distrust between the police and the people is magnified,and the crisis of trust between the police and the people is aggravated.There is such a logical relationship between risk communication and police trust:on the one hand,the lack of police trust amplifies risk communication;on the other hand,the purpose of risk communication is to build police trust.How to establish the trust relationship between the police and the people in the context of risk communication has become a problem that the public security organs need to solve at present.In the context of risk communication,based on the theory of social amplification of risk,public governance and political trust,this paper attempts to study the relationship between police and people's trust in risk communication by drawing on the research of domestic and foreign scholars on the relationship between risk communication and police and people's trust.Firstly,this paper puts forward a series of problems that we are facing at present,including:the predicament of risk communication is mainly the social magnification framework of risk and the magnification mechanism of risk;the crisis of police-civilian trust is manifested by frequent mass incidents,long-standing contradictions between police and media,and non-standard enforcement of law by police;and the risk communication to the police-civilian trust relationship belt.Challenges include challenges brought by interactive communication,challenges brought by instant communication,and challenges brought by uncontrollable and untrustworthy information.After that,this paper carefully analyzed the hot cases of police-civilian trust crisis in risk communication,and analyzed the main reasons of police-civilian trust crisis,such as the weak sense of police-civilian trust in public security organs,the problem of police's disciplinary style,the lack of communication and interaction between police and civilians,etc.Finally,it proposed to cultivate and build the awareness of police-civilian trust relationship and actively shape the police-civilian police.The coping strategies of positive image and rebuilding the trust relationship between the police and the people.
