The performance management of public security organs has always been the focus of public security theory research and public security practice.As a front-line unit of public security,the performance management of public security is also the difficulty of public security organ performance management For a long time,a series of problems,such as the content,method and cost of performance appraisal of police substations,have not reached a consensus in the research of public security performance management,such as single subject of performance appraisal,unscientific performance indicators,lack of guidance and feedback of performance management,imperfect incentive and restraint mechanism,etc.,which have always restricted the effective development of performance management of police substations.As a new application of Information Communication Technology(ICT),mobile police terminal has an open and expandable operating system platform powerful data collection and processing ability,rich human-computer interaction channels and perfect public security intranet security system,which contains great potential to promote the development of performance management of public security police substation.Now,public security reform is in the ascendant,in order to mobilize the enthusiasm of the police,improve the performance of the police substation,better fulfill the mission of the times given by the Chinese Communist Party and the people,and provide a solid guarantee for the reform of the public security,we must develop and use the mobile police terminal scientifically and effectively under the guidance of the performance management theory to push the performance management of the police substation to a new higher level.Based on the theory of performance management,this thesis defines the basic concepts of mobile police terminal and public security performance manment,and studies the functions of mobile police terminal,the advantages of using in public security performance management,and the main contents of public security performance management.On this basis,from the four links of performance management,control,evaluation and application of results,this thesis summarizes and introduces the current practice of performance management in Beijing police station,and points out that there are some problems in performance management in Beijing police station,such as unclear job responsibilities,backward data collection methods for performance management,imperfect setting of performance appraisal indicators,insufficient communication in performance monitoring process and performance appraisal is a formality.Based on the analysis of the causes of the problems,this thesis puts forward six countermeasures to improve the problems by using the mobile police terminal:building the performance application data coordination system.compiling the police position specification,establishing GS+KPI of the performance index system,strengthening the performance management control of the police substation,broadening the external performance evaluation channel,perfect performance appraisal content and display intuitively.
