Research On Outsourcing Of Grassroots Government Public Services

In recent years,China's economy has made a rapid progress while great changes have taken place in social structure.With the waking-up of public services awareness,people have a higher demand for the quality of public services.Therefore,there are many contradictories between the demand growths and inefficiency of public services in grassroots government.In order to enhance the quantity and quality of public services,grassroots government has to choose outsourcing.In China,economic uncoordinated development in different districts and complicated social conflicts lead to the deficiency of effective practice pattern and many problems in outsourcing of grassroots government public services.Internationally,the new public management movement from western developed countries,which introducing market mechanism and making full use of social resources,improves the efficiency of government operations and the quantity of public services.As for China,it is obvious that the supply shortage and inefficiency of public services in those aspects including social security,environmental protection,and public health care.As an ice-breaking attempt to public service system,the outsourcing of government public services is good for making up the deficiency of government funds and enhancing the efficiency of public services,which has important political and economic significance on building a service-oriented government and promoting the development of nonprofit organizations.Based on the research background,significance,current situations and relevant concepts of the outsourcing of grassroots government public services,the article utilizes such method as literature research and case analysis to illustrate that the opportunity,challenge and practical exploration during the research.Meanwhile,it analyzes problems,reasons in the process of outsourcing,and solutions to improving the efficiency of grassroots government public services.With the development of economy,culture and the transformation of government functions,people's expectation for public services is increasing.However,part of grassroots government haven't change governing idea.Such problems as insufficient impetus,shortage of technology and talents,lack of supervision exist.Focus on these problems,we need open the channel of public participation and supervision,expanding regions of outsourcing by administrative measures,and clear the position of the government.The above measures are crucial for grassroots government to solve the problem of outsourcing.
