The People's Congress system is the fundamental political system that supports China's national governance system and governance capability.According to the report of the Nineteenth National Congress of the Communist Party of China,the People's Congress System is a fundamental institutional arrangement that adheres to the Party's leadership,the people being the masters of the country,and the country is governed by law,which should be continuously persisted and improved.The deputies performance of deputies to the National People's Congress can be directly related to the functioning of the state organs and the realization of the democratic rights of the people.In the current new era,strengthening the research on the deputies performance of deputies to the National People's Congress can be conducive to promoting the government 's administration according to law,improving the science,democratization and rule of law of government decision-making,which can be of great significance for upholding and improving the People's Congress System,innovating and promoting the high-quality work development of the National People's Congress.On the basis of absorbing existing research achievements,the article expounds the basic meaning of NPC deputies,the basis of NPC deputies' performance,the basic contents of NPC deputies' performance,the performance guarantee and supervision of NPC deputies,which lays the theoretical foundation of this paper.Based on the working reality,and taking the duties performance of the Puyang Municipal People's Congress as the research object,the paper further puts forward countermeasures to improve their performance of the NPC deputies on the basis of summarizing the problems and the corresponding reasons.Through the related investigation and research,the paper discusses that deputies to Puyang Municipal People's Congress exist the following problems,mainly including the weaker awareness of duties performance,lack of abilities to perform duties,the formal activities,lower quality of review working reports and proposals and even their weakened supervision effect.Onthis basis,it conducts the corresponding analysis mainly from the aspects of the lack of scientific and reasonable deputies structure,imperfect duties performance system and the poor social environment performance.Finally,from the aspects of improving the performance ability of representatives,optimizing the environment for performing duties,improving the system of incentive and supervision of representatives,and improving the service guarantee of representatives,the countermeasures for solving the performance of the duties of representatives of Puyang Municipal People's Congress are proposed.
