The core of the reform of the commercial system is to carding and redefine the inextricable strands between the government and the market,with the intention of building a fair,healthy,safe,and transparent commercial management system.At present,the reform of the commercial system in China has been over five years.Government agencies at all levels adhere to the core idea of "releasing","administering," and "serving." This has improved the convenience and standardization of business operations,and Serviceability has given a new look to China's market supervision and management.Therefore,the reform of the commercial system,as an important measure of national strategic development,should be closely connected with the times,with the status quo of development,and with local characteristics in an unprecedented manner.However,in the current stage of the reform process of "release","management",and "service",the too much government intervention,the insufficient supervision,and the service level is not high have gradually been exposed,further restricting economic and social issues.development of.This article takes Maoming City,Guangdong Province's commercial system reform as an example,based on relevant domestic and foreign literature,and takes the three elements of the new public management theory as the concept of enterprise's independent management,management efficiency first,and government service as the theoretical basis.On the basis of holistic research and analysis of China's commercial system reform,combined with the actual experience of Maoming reform,this article analyzes the implementation of Maoming's commercial system reform from the core of the three reforms:"release","management" and "service".The"social public","enterprise managers",and "government-related employees"conducted a tripartite survey to analyze Maoming's experience in promoting the reform of the commercial system and the problems and causes,thereby proposing that it is in line with Maoming's local development and suitable for promotion.In most provinces and cities of Guangdong Province,it has suggestions for the commercial reform departments of governments at all levels in China.The development history,status quo,and problems of Maoming's business reform were comprehensively analyzed and analyzed,and it puts forward a commercial management system which takes the reasonable positioning of government functions as the core,strengthens the system connection of law enforcement,improves the supporting system and combines the new technology of the times.It provides a reference for the reform and development of the commercial system for Maoming and Guangdong's major cities,and provides a feasible case for the reform of the commercial system in China to develop in the direction of people's satisfaction.The research shows that Maoming needs to further deepen the reform of the commercial system,and it must focus on optimizing government work from three aspects:the company's independent management philosophy,management efficiency paramountcy,and government service-oriented philosophy,so as to further clarify the relationship between the government and the market and provide Maoming with accelerated development.More powerful motivation.
