Research On Mass Mobilization Mechanism In Village Governance

Village governance is the end of the national governance system.Mass mobilization is a significant way to solve the “last mile” dilemma of village-level governance.The author claims that the mass mobilization mechanism has become the most basic and most vital mechanism in village governance and is also the core mechanism.As its research dimension is highly consistent with the elements of the mass mobilization mechanism,this dissertation cites the resource mobilization theory,which has developed maturely.The author starts the analysis from the resource mobilization dimension of the theory,and puts the material resources,cultural resources and human resources in the village into the analysis category.This dissertation selects three typical villages in Zhejiang Province(Nan'ao Village in Zhoushan City,Shangdian Village in Shengzhou City and Dongcun Village in Xinchang County)as research objects,and compares as well as analyzes their mobilization resources,methods,results and mechanisms.Then summed up the relevant experience and difficulties of the mass mobilization,such as the lack of awareness of villagers' participation,difficulty in raising funds,lack of incentive mechanism,deviation of the main goal of mobilization from the collective goal of the village,etc.In response to these problems,it is proposed to optimize the power mechanism,operation mechanism,and security mechanism,including enhancing the awareness of villagers' participation through the update mechanism of the mobilization concept and improving the incentive guarantee mechanism.After research,the author draws the following conclusions: First,the current changes in the village mass mobilization environment have made mass mobilization a vital link in village-level governance;Second,the current subject of village-level governance mass mobilization is gradually diversifying;Third,the talent resources for village governance are relatively scarce;Fourth,a benign mobilization mechanism have to be established.The author considers that in the process of selecting mobilization methods,each village must make its own choice based on the specific reality of the village and the local conditions.
