Research On Special Supervision For Discipline Inspection Of The Petroleum And Petrochemical State-owned Enterprises

Petroleum and petrochemical state-owned enterprises as an important component of China's national economy,is an important pillar of China's national economy,and shoulder the task of ensuring the stable operation and sustained growth of the national economy.However,due to the monopolistic characteristics of the energy industry to which the petroleum and petrochemical state-owned enterprises belong,it is easy to become a breeding ground for corruption.Especially since the 18 th National Congress of the Communist Party of China,the number of corruption violations exposed by petroleum and petrochemical state-owned enterprises is increasing,these corruptions not only seriously damage the interests of the country,but also hinder the healthy development of China's national economy.Therefore,in the current context of advancing the Seeing Party self-governance exercised fully and with rigor,strengthening the effectiveness of the discipline inspection of petroleum and petrochemical state-owned enterprises has profound political significance and social impact.Discipline inspection of petroleum and petrochemical state-owned enterprises is a specific organ in the Party's internal supervision,its political responsibility and mission include supervision,discipline enforcement and accountability.In the new era of deepening the reform of discipline inspection and supervision system of state-owned enterprises,but also improve the construction of discipline inspection institutions in petroleum and petrochemical state-owned enterprises and actively play the vanguard role of anti-corruption and upholding integrity in disciplinary inspection agencies.Incorporating the Party's leadership through the discipline inspection and supervision throughout the entire process of the management of state-owned enterprises in the petroleum and petrochemical industry provides a strong political guarantee for the steady development of state-owned enterprises in the petroleum and petrochemical industry.This paper uses literature research methods,statistical analysis methods,induction methods and other research methods to explore how under the current Seeing Party self-governance exercised fully and with rigor,the petroleum and petrochemical state-owned enterprises supervision of discipline inspection can effectively strengthen their own proprietary liability supervision litigation and put forward countermeasures.Firstly,summarizes the related concepts and theories of the special supervision for discipline inspection in the petroleum and petrochemical state-owned enterprises and basic scientific connotation,combs the course of the construction of the specialsupervision for discipline inspection of petroleum and petrochemical state-owned enterprises since the founding of new China 70 years ago,and summarize the content and significance of disciplinary inspection at different development stages.Secondly,analyzes the current situation of the special supervision of discipline inspection of the petroleum and petrochemical state-owned enterprises since the 18 th National Congress of the Communist Party of China,understand the current achievements and existing problems of the special supervision of discipline inspection of petroleum and petrochemical state-owned enterprises in the work process.It is concluded that there are inadequate implementation of the responsibility for discipline inspection in the current enterprise,the independence and integrity of the discipline inspection work cannot be guaranteed,there is a political ecological crisis under the discipline inspection work,and the methods and carriers of the discipline inspection work have a single form.The analysis of the causes of these problems is mainly due to insufficient understanding of the special supervision of discipline inspection,the independence and integrity of the discipline inspection work are not guaranteed,the leading cadres of party members in enterprises do not perform their duties,and the discipline inspection methods are not flexible.Finally,according to the cause of the problem.First,strengthen the implementation of the responsibility for discipline inspection and supervision,the second is to improve the system and mechanism of the special supervision of discipline inspection,the third is to regulate the operation of the power of leading cadres of party members in enterprises,fourth,enrich the form of disciplinary inspection and innovate the method of disciplinary inspection.Through the research in this article,I hope to provide a reference for the practice of strengthening the special supervision of the discipline inspection of petroleum and petrochemical state-owned enterprises under the background of the Seeing Party self-governance exercised fully and with rigor,and enrich and develop the theoretical system for the construction of discipline inspection of state-owned enterprises in China.At the same time,strengthen the vitality of grassroots discipline inspection of the petroleum petrochemical state-owned enterprises,improve corporate state-owned enterprise reform atmosphere and promote stable development.
