Research On The Problems And Countermeasures Of Discipline Inspection And Supervision Of State-owned Enterprises In Yunnan Province

Since the 18 th National Congress of the Party,especially the Third Plenary Session of the 18 th CPC Central Committee,all reforms of China and Yunnan Province have entered deep water areas.The construction of discipline inspection and supervision system and the innovation of operation mechanism of state-owned enterprises of Yunnan Province are also forwaredly developing.State-owned enterprises are the mainstay of the national economy and the local economy of Yunnan Province,which is also the lifeblood of the national economy.Deepening the reform and development of the state-owned enterprises in Yunnan Province is the basis for achieving long-term stability and maintaining social stability of Yunnan Province.Strengthening supervision over the state-owned enterprises in Yunnan Province,In particular,strengthening discipline inspection and supervision of state-owned enterprises of Yunnan Province is an important guarantee for the smooth implementation of the reform and development of state-owned enterprises in Yunnan Province,and will help to promote the task of the prevention and control of corruption among state-owned enterprises in Yunnan Province,which is also of great significance for the state-owned enterprises in Yunnan to fulfill the requirements of the local economic development plan and maintain the harmony and stability of the local economy and society.Based on the definition of the concept of the state-owned enterprises of Yunnan Province,the forms and characteristics of corruption,this paper define the concept and object of discipline inspection and supervision,and the characteristics of discipline inspection and supervision of state-owned enterprises of Yunnan Province from the different historical periods,the angle of policy and law,and function or means.This paper reviews and summarizes the development course of discipline inspection and supervision in the state-owned enterprises of Yunnan Province,through the theory of power supervision and restriction,the theory of system anti-corruption,the theory of disinterested law culture,and so on.This paper analyzes and summarizes the problems and influences of discipline inspection and supervision in the state-owned enterprises of Yunnan Province,and the specific causes,on the basis of which it tries to put forward countermeasures and suggestions for deepening the discipline inspection and supervision work of Yunnan state-owned enterprises to prevent and control corruption.This paper holds we must deepen the discipline inspection and supervision work of state-owned enterprises of Yunnan Province.Firstly,we should strengthen the construction and improvement of the important system of discipline inspection and supervision of state-owned enterprises of Yunnan Province,and we must should improve the discipline inspection and supervision system of state-owned enterprises of the characteristic fields such as “smoke,tea,jade,mines”,the pillar industries as “energy Transportation ”and the key aspects as “people,money,and property ”;Secondly,we should also promote the innovation and development of the operational mechanism of discipline inspection and supervision of state-owned enterprises of Yunnan Province,through the establishment of a stratified and classified education system of party style and clean government.Through thinking of make the control of decision-making power and the right of execution as the starting point,the investigation and punishment of cases of violation of discipline and law should be strengthened and the mechanism of "do not want to corrupt,can not corrupt,can not corrupt,dare not corrupt" should be established.Thirdly,it is necessary to deepen the staffing and construction of discipline inspection and supervision personnel in state-owned enterprises of Yunnan Province,constantly improve the staffing of discipline inspection and supervision organizations,and optimize the integration of internal supervision institutions and the adjustment of their functions.Fourth,we should consolidate the construction and development of the discipline inspection and supervision culture of the state-owned enterprises of Yunnan Province,integrate the strength of the construction of the clean culture of the state-owned enterprises,establish a long-term mechanism for the clean culture of the state-owned enterprises,and expand the content carrier of clean culture in state-owned enterprises.
