| In recent years,the internationalization of state-owned key enterprises has been accelerated,especially since the “the Belt and Road” initiative was put forward in2013.The state-owned key enterprises have actively responded to and promoted the initiative,and continued to increase their investment and operations in countries along the Routes.However,due to the relatively backward economic development,the poor business environment and serious corruption of many of these countries,the internationalization of state-owned key enterprises face high compliance risks.In2018,the General Office of the CPC Central Committee issued the “Opinions on Deepening the Reform of the Organizations Assigned by the Central Commission for Discipline Inspection and the State Supervision Commission”,which clarify that the disciplinary inspection and supervision institutions of the enterprises under the central administration shall be managed with reference to the Stationed institutions,and their supervisory power will be authorized by the State Supervision Commission in accordance with the law.The "Guideline for Compliance Management of the state-owned key enterprises(Trial)" was issued by the SASAC of the State Council,which set forth requirements for the state-owned key enterprises to comprehensively strengthen compliance management and improve their compliance management.Disciplinary inspection and compliance management overlap in practice,therefore if the two tasks can be promoted in concert,their efficiency can be greatly improved,then the sustainable development of the state-owned key enterprises can be promoted.Based on this background,this paper focuses on how to establish an effective coordination mechanism between discipline inspection and supervision institutions and compliance management departments.The full text consists of five chapters,which are as follows: Chapter 1 sorts out the research background of this paper,the current research status at home and abroad,the significance and main content of the research,and the research ideas and methods.Chapter 2 describes the concepts and theories related to this paper.Chapter 3 studies the current status of the coordination of compliance management and discipline inspection and supervision in the international operations of the state-owned key enterprises,as well as the existing problems and crux.Chapter 4 uses game theory model to analyze the cooperative game of discipline inspection and compliance management,and the supervisory game relationship between the two departments and overseas inspected enterprises.Chapter 5 proposes the synergistic conditions and approaches and suggestion for disciplinary inspection and supervision and compliance management.Based on sorting out the current compliance and integrity risks faced by the the state-owned key enterprises in international operations,especially participating in “the Belt and Road” construction,this paper combines the supervision content,objects,objectives and characteristics of compliance management and disciplinary inspection and supervision work,and innovatively uses the analytical method of Game Theory to study the conditions of the collaboration between the two departments.On this basis,this paper analyzes the actual system and management mode that affect its collaboration from the perspective of costs and benefits,and finally derives conclusions that are conducive to enterprise self-discipline operation,and puts forward specific ideas and suggestions in terms of building long-term cooperation mechanisms,strengthening the performance appraisal guidance and optimizing the organization management process. |
