Research On The Optimization Of Disciplinary Inspection And Supervision Performing The Function Of Supervision Over State-owned Enterprises In L City

The 19 th National Congress of the Communist Party of China(CPC)proposed to build an all-round,unified,authoritative,efficient and comprehensive supervision system.The orderly management and operation of state-owned enterprises is closely related to the stability of the country’s economic lifeline,To supervise and restrict the power of its leaders and staff is the key way to keep the steady,orderly and healthy development of state-owned enterprises.Discipline Inspection and supervision performing the function of supervision over state-owned enterprises is the key to locking the power of state-owned enterprises into the cage of the system,It is also an important institutional guarantee to ensure the orderly development of production and operation activities of state-owned assets.As "outposts" and "probes" for the supervision of the Party and Discipline Inspection Commissions in the departments stationed there,The resident agencies have always been at the forefront of the struggle against violations of discipline and law,The level of their ability to perform their duties directly affects the building of a clean and honest party and the effectiveness of anti-corruption work.By reflecting on the current work of discipline inspection and supervision in performing supervision over state-owned enterprises,and taking into account the practice of the pilot work of the reform of dispatching discipline inspection and supervision to municipal state-owned enterprises in l city,to put forward pertinent suggestions on strengthening the function of discipline inspection and supervision over state-owned enterprises.Based on copious literature,questionnaire survey and field visit,this paper takes L City as the target of the research to conduct discipline inspection and supervision to fulfill the function of supervision over state-owned enterprises.With the combination of theory and practice,using rent-seeking theory,public choice theory and power restriction theory,Proceeding from the current situation of the reform of L Municipal Discipline Inspection and supervision resident institutions,Carefully analyze the problems in the process of discipline inspection and supervision to the state-owned enterprises.As a result,suggestions and countermeasures for the problems are proposed.There are six parts in this paper.Firstly,based on analyzing the current domestic situation and background,learning from foreign experiences and explaining the importance of strengthening discipline inspection and supervision to the supervision of state-owned enterprises,research ideas and methods as well research innovations and deficiencies are proposed.Secondly,the related concepts and theoretical knowledge are introduced,especially the emergence and development process of Resident Discipline Inspection and supervision institutions.Thirdly,the basic situations of the reform of the state-owned Enterprise Resident Discipline Inspection and supervision institution in L city and the effect of the reform are introduced.Fourthly,through interviews and questionnaire surveys,the problems and reasons for the performance of discipline inspection and supervision over state-owned enterprises are proposed.Fifthly,countermeasures and suggestions are put forward for the problems and deficiencies in city L’s reform of the state-owned Enterprise Resident Discipline Inspection.Sixthly,the conclusion is drawn as the overview and summary of this paper.
