Study On Community Police Construction In Anshan High-tech District,Liaoning Province

Since the reform and opening up,unprecedented changes have taken place in the social structure,which has increased the difficulty of police work.How to reduce the crime rate and ensure social security and stability has become an urgent issue for all levels of government and public security departments.Community is the basic unit of society,and community policing is an indispensable part of community governance project.After years of development,community policing mechanism construction in Anshan High-tech Zone has made some achievements,but in the face of some new situations and problems,community policing is still inadequate in applicability,and the situation of community policing management is becoming more and more serious.Therefore,it is necessary to carry out in-depth research and Discussion on the construction of community policing in Anshan High-tech Zone,find out the existing problems,analyze the causes of the problems,and put forward suggestions to promote the construction of community policing in Anshan High-tech Zone on the basis of reality and drawing lessons from domestic and foreign experience.In terms of research content,the first is the introduction,which mainly introduces the background,purpose and significance of the topic,the research status at home and abroad,as well as research methods and contents.Secondly,it mainly introduces the basic connotation of community policing construction,and discusses the theoretical basis related to this study.Thirdly,the basic situation of community policing construction in Anshan High-tech Zone is analyzed,the existing problems are studied,and the causes of the problems are deeply analyzed.The research shows that Anshan High-tech Zone has achieved full coverage of community policing,improved the level of mass prevention and mass control,informationization of community policing and improved the social security situation by delimiting the policing responsibility area,establishing the community policing office,defining the working system of community policemen,and carrying out assessment and incentive measures.However,due to insufficient understanding of community policing,limited police force sinking,imperfect assessment and incentive mechanism,low participation level of community residents and imperfect community policing guarantee mechanism,there are some problems in the construction of community policing in Anshan City,such as the concept of community policing is not fully accepted,the community policing is insufficient,the effect of assessment and incentive is not obvious,the participation of community residents is low,and the lack of necessary insurance.Obstacles and many other problems.Fourthly,by introducing the basic experience of community policling construction in other cities at home and abroad,we can get some enlightenment for community policing construction in Anshan High-tech Zone.The experience of community policing construction in Liaoyang High-tech Zone,Jilin High-tech Zone and Zibo High-tech Zone in the United States,India and China can be used for reference in Anshan High-tech Zone's community policing construction mainly lies in promoting the decline of police force,improving the assessment and incentive mechanism,improving the participation level of community residents,and improving the community policing guarantee mechanism.Finally,based on the actual situation of community policing construction in Anshan High-tech Zone,and on the basis of drawing lessons from other cities at home and abroad,this paper puts forward some suggestions for community policing construction in Anshan High-tech Zone.It is suggested that community policing should be further promoted by implementing service-oriented work concept,optimizing the allocation of police force,improving the security mechanism of community policing construction,improving the ability of community public participation,and improving the assessment and incentive mechanism.
