Research Into The Disposal Of Environmental Group Events-from Local Environment Protection Agency

Since China's reform and opening up,the economy has enjoyed a booming development and people's living standards have been raised greatly,along with the rising of comprehensive national power and national influence.However,underlying the remarkable economic achievements that amazed the world is the rapid worsening eco-environment in our country and yearly increasing environment-related group events,which has a seriously impact on social harmony and stability.As grass-roots competent department of environmental protection,local Environmental Protection Agency plays a role of pioneer when dealing with environment-related group events.The further evolution of events is directly affected by the local Environmental Protection Agency's performance.So the scientific,rational and effective coping style is of great importance for local Environmental Protection Agency to solve these events rapidly and calmly.By means of document analysis,case analysis and other research methods.there are 3 examples of environment-related group events illustrated in this thesis,analyzing the features of events in our country,which are high frequency.numerous involved people,"just" behavior,multiple appeal,compromise and frequent application of new Inedium,the thesis also discusses the causes why these events would happen and the achievements and deficiency brought up when local Environmental Protection Agency coped with the events.From the point of this thesis,there are direct causes and indirect causes result in the events in our country at present.Direct causes include environmental pollution and Not-In-My-Back-Yard.indirect causes include the strengthen of public's environmental awareness,incompetent economic develop pattern,inadequate supervision of environmental protection departments,the involvement of NGO,and the inducement of economic benefits.Local Environmental Protection Agency are working on improving environmental quality,guaranteeing public environmental rights,maintaining government's image and establishing cooperative mechanism of environment protection and justice while they are being limited by government intervention,department function,administrative measure,manpower resource,information opening system,and accountability mechanism,etc,giving rise to the absence of early warning mechanism,emergency response mechanism.monotonous solution,slow-paced response to public opinion,cooperation between different departments,long-effect mechanism,and heavy dependency on compensation from enterprises,low-effectiveness of Complaints and Appeal dealing,etc.Overview,based on Public crisis management theory,this thesis offers suggestions to optimize the methods to solve environment-related group events for local Environmental Protection Agency according to 3 phases.which is strengthening prevention for events,improving ability of locale handling,and reinforcing long-effect management.Regarding to the prevention for events,to reinforce advance publicity,increase public participation in the early,set up early warning mechanism for group events and improve the quality of solving impeach;For improving ability of locale handling,to establish emergency response mechanism for group events,improve capacity to cope public opinion,encourage citizens to solve problems by legalistic approaches and enhance the association and cooperation with other departments;For reinforcing long-effect management,to set up long-effect mechanism,strengthen the construction of law-enforcement force,optimize accountability mechanism,deepen the reform of line management pattern,promote and make official document of department's responsibilities.
