Cities are important platforms and carriers for resource accumulation,economic development and innovation and creation,and it is also the main front and growth pole of modern social and economic development.The city's R&D investment and output through transformation are the basis of a city's independent innovation and scientific research strength based on its own industry and location factors.The input intensity and allocation efficiency of science and technology research and development resources reflect the ability of the city to invest,integrate and use R&D resources.It not only reflects the energy efficiency of the city's innovative R&D system and system,but also reflects the strength of the city's technological innovation and other competitive capabilities in the long run.In China,enterprises,universities and research institutes are the main institutions of R&D.However,due to the level of economic development and the position of the industrial chain,most cities have insufficient R&D input and output.On the one hand,they need to increase the R&D investment level.It is also necessary to use limited resources through more reasonable and efficient means to maximize R&D output under the constraints of human and financial resources.In summary,the study of urban R&D input and output has great practical significance for the construction of urban innovation system and economic and social development.Based on the perspective of comparative analysis,this study focuses on the analysis of the factors affecting R&D input and output in the six capital cities of central China.The research results show the following three points:(1)From the R&D input-output characteristics,the six provincial capital cities in the central region are clearly divided into two echelons in terms of R&D input and output.The R&D investment structures in Wuhan,Hefei and Changsha are similar,and the R&D development level is relatively high,Zhengzhou,Taiyuan and Nanchang.The R&D input structure of the three cities is similar,but Zhengzhou is closer to Wuhan,Hefei and Changsha in terms of R&D output characteristics.(2)Wuhan and Hefei have the highest R&D output capacity,followed by Changsha and Zhengzhou,and Taiyuan and Nanchang.The negative contribution of R&D to the R&D in Wuhan has reduced the positive effect of the scale effect of the investment.Themain reason for the R&D comprehensive output capacity of Taiyuan and Nanchang is that the scale effect of R&D is low.(3)The results of empirical regression analysis show that the number of state-level enterprise technology centers is a significant variable regardless of the step-by-step method or the backward method.The significance of other variables is determined by regression methods,such as per capita GDP and incubator area in a stepwise regression model for R&D.The output will have a positive impact.R&D expenditure will have a potential negative impact on R&D output compared to GDP.Different models may produce different results because of a certain correlation between scale and intensity variables.And the contribution of large and medium-sized enterprises to R&D output is unquestionable.
