Research On The Implementation Of Government Responsibility In Rural Old-age Security In China

Rural old-age security is an important part of China's social security system.It is the"safety net" for the economic operation of a harmonious society.Perfecting rural old-age security is also a key step to build the "Chinese Dream".Based on the current situation of rural old-age security in China,this paper reviews the practice and exploration of government responsibility fulfillment in rural old-age security;calmly examines the internal logic of government responsibility fulfillment;and reflects on the way out and Countermeasures to strengthen the government responsibility of rural old-age security in order to promote the overall development of rural old-age security.This paper focuses on the study of government responsibility fulfillment of rural old-age security in China,focusing on the following points:In the first part of the paper,under the background of responding to the trend of population aging and the goal of building a well-off society in an all-round way,the research background and significance of the government's responsibility for providing for the aged in rural areas are elaborated profoundly,and the research ideas and methods are clarified.At the same time,the domestic and foreign research summaries of the government's responsibility for providing for the aged in rural areas in China are made,which lays the foundation for the paper.The second part of the paper first defines the concepts of old-age security,rural old-age security and government responsibility,and clarifies that in rural old-age security,the government has legislative responsibility,system design responsibility,financial responsibility,organizational supervision responsibility,and adjusts the development of old-age security according to the governing concept,functional role and social situation of the government in different periods.Then it clarifies the basis of legal and policy responsibility,relevant theoretical responsibility and realistic responsibility of the government responsibility of rural old-age security in China.The third part of the paper analyses the current situation of the implementation of government responsibility for rural old-age security in China,and summarizes a series of achievements in the implementation of government responsibility for rural old-age security in China.Then it analyzes the problems existing in the process of implementing the government responsibility of rural old-age security in China,as well as the reasons for the existing problems.Finally,the Part IV of the thesis puts forward some measures to improve the Government's responsibility for the implementation of rural old-age security,in order to promote the development of China's rural old-age Security.
