Study On The Transformation Of Government Functions In The Construction Of Characteristic Towns In L City

Taking three characteristic towns of Zhuji Town,Yangan town and Tieying town in L City as examples,this paper studies the government management function in the construction of characteristic towns.Through issuing questionnaires,the paper finds that development of characteristic towns in City L have problems as follows: single industry and management model,lackness of innovation,old ideas,ambiguous government position,lackness of market participation and weak infrastructure.Meanwhile,the paper analyzes and consults development and management pattern of four different characteristic towns,provides three reference programs,and conducts feasibility analysis.The Plan III seeks dislocation development with its advantages meets requirements of characteristic town development plan.However,according to actual development and integrated planning of City L,Plan III is optimal decision for construction and management of characteristic towns in City L.Through analysis and research,this paper determines precise governance change of “one town and one policy” of City L,“service-orientated” government change,“multi-central governance” change,flourishing the town through culture,scientific evaluation change,efficient linkage and coordination change,and “people-orientated” government function change.This paper provides a new pattern for development of characteristic towns which concentrates the market.The pattern is guided by the government,and focuses on transformation and development,thus promoting characteristic development of characteristic towns,and advancing sound and rapid development of local economy.
