Since January 2019,the central propaganda department has launched the"learning power" program,which organizes civil servants to actively conduct online learning,.However,,how is the learning transformation effect of "learning power"?What factors in the learning process affect the effect of learning transformation?These problems are lack of scientific and effective research.Therefore,In this study,the Koch' evaluation model is used to evaluate the effect of learning transformation of"learning power" from the response layer,learning layer,behavior layer and result layer,to reveal the existing problems in the process of learning transformation and put forward suggestions for improvement.The results show that the learning transformation effect of "learning power" is average,the evaluation result of the reaction layer is good,but the evaluation result of the learning layer,behavior layer and result layer is not good.This learning program has no significant effect on improving the working ability and performance of civil servants.Secondly,it is found that the lack of relevance between learning content and work,the single form of learning,the lack of learning atmosphere in the organization,the imperfect evaluation mechanism,the lack of support and communication between superiors and colleagues,the difference of personal educational background,and the level of personal transformation motivation all become factors affecting the learning transformation effect.Through the above analysis,this research suggests to improve the effect of learning transformation of "learning power",first of all to improve learning content and form of the project,then must strengthen the learning atmosphere,establish a learning organization,perfecting the evaluation system,and establish communication feedback mechanism,finally clear promotion incentives and career development plans,in order to improve the civil servants overall learning effect.
